Digital Program Manager

Digital Program Lead (DPL) Raytheon’s Air & Space Defense Systems (ASDS) Strategic Business Unit offers an onsite Digital Program Lead position in Tucson, AZ. The DPL will serve as the digital transformation touchpoint for the Strike Initiatives (SI) SSBU, owning the roadmap and execution of digital transformation initiatives to support program work environments from start‑up to sustainment. Responsibilities Act as the DTL touchpoint for SBU leadership, program management, and SSBU directors, serving as a strategic partner and escalation point for digital transformation initiatives. Develop and execute a strategic DT roadmap focused on streamlining opportunities and managing scope, cost, and schedule performance. Lead cross‑functional collaboration and root cause analysis to solve complex DT program challenges. Manage key performance metrics, financials, EVMS, and staffing, providing regular status reports and operations reviews. Partner with engineering and proposal teams to capture requirements, create executable plans, and ensure effective program support across functions. Oversee the Program Annual Operating Plan (AOP), track capital and expense spending, and ensure compliance with security and infrastructure regulations (DFARS, CMMC, RMF, JSIG). Direct DT resources and third‑party collaborations to advance Agile initiatives and streamline procurement and technical solutions. Qualifications – Must Have Bachelor’s degree in Computer Science, Information Technology, MIS, Engineering, Math, STEM, or related field with a minimum of 8 years of directly related experience; or a master’s degree with 5 years of experience. Must have and maintain a U.S. government issued Secret security clearance with the ability to be read on to special access programs. U.S. citizenship required. Experience in overall information technology, software/systems engineering, and/or program management. Preferred Qualifications Extensive experience as an Agile Scrum Master, Product Owner, or Product Manager, leading cross‑functional teams with PMP and/or PMX/CMX certification. High‑level expertise in project management, risk/opportunity analysis, cost analysis (CAM), and performance tracking across complex programs. Understanding of software development, systems integration, DevSecOps, continuous improvement, and testing processes through the full program life cycle. Strong leadership skills, adept at motivating teams, managing large portfolios/backlogs, and influencing senior stakeholders. Excellent communication, business case analysis, ROI modeling, contract/SOW negotiation, and stakeholder engagement skills. Benefits Competitive salary range: $107,500 – $204,500 USD.
