Human Resources & Risk ManagerThe Dublin San Ramon Services District is seeking an experienced Human Resources & Risk Manager to oversee the District's Human Resources & Risk Division. The position includes managing and overseeing comprehensive human resources functions, including employee and labor relations, recruitment and selection, classification and compensation, benefits administration, employee development and training, leave of absence and worker's compensation administration. It also involves managing and overseeing the District's risk management program, including liability and recovery claims administration, property insurance policy evaluation and renewal, general liability insurance policy evaluation and renewal, and evaluation and renewal of special or ancillary insurance policies. The role serves as a business partner and technical and strategic advisor to District management, providing guidance, insight, recommendations and support on all human resources and risk management functions. The Human Resources & Risk Manager provides leadership and supervision to human resources and risk management staff by assigning work, training employees, conducting performance evaluations, and fostering a continuous-learning environment. This position requires discretion to work with confidential and sensitive issues on a regular basis.The ideal candidate for the Human Resources & Risk Manager will have demonstrated the following: proven ability to build and maintain effective partnerships with management, staff, and labor union partners; experience with managing all human resources functions; experience with partnering and administering collaborative labor relations in a union-environment; experience with overseeing risk management functions, including risk management best practices; providing technical and strategic advice to District management; experience working effectively with elected officials; proven supervisory experience in developing & supporting human resources staff; clear communication skills, with the ability to explain complex legal or policy information to a variety of audiences; skill in managing ad-hoc projects and juggling multiple priorities and deadlines.Receives general direction from the Assistant General Manager - Finance & Administration. Exercises direction over professional staff, and direct and general supervision over technical, and/or administrative staff. Participation in the District's Telework Program may be made available for this position after three (3) months of employment (for employees newly hired to the District). If telework is offered and/or made available for this position, it will be for no more than two (2) days per week (Monday and/or Friday only) and would apply to a new hire or promotional candidate, in accordance with the terms and conditions of the District's Telework Program.
