Summary This position is located in the Office of the Librarian. The position description number for this position is 467088. The salary range indicated reflects the locality pay adjustments for the Washington, D.C., Metropolitan area. The incumbent of this position will work a flexitime work schedule. This is a supervisory, non-bargaining unit position. Relocation expenses will not be authorized for the person(s) selected under this vacancy announcement. Learn more about this agency Duties Help The incumbent serves as the Administrative Services Manager (Confidential Assistant) to the Librarian and/or Principal Deputy Librarian of Congress (PDLC). This position is located in the Office of the Librarian and is responsible for complex liaison and coordination support, expert research and analysis; and influential advice and guidance in support of the Librarian of Congress, PDLC, Chief of Staff and high-ranking management officials throughout the agency. The position manages all functions for the Librarian and/or PDLC and carries out special projects affecting the Library of Congress. Leads confidential teams performing research and analyses of new and existing programs and projects, which includes collaboration with and supervision of administrative staff in the front office. Exercises supervisory oversight of administrative staff in the front office by assigning, reviewing, and monitoring work; clarifying priorities; and ensuring that executive-level correspondence, scheduling, communications, and workflow processes meet established standards. Provides ongoing guidance and direction to staff on office procedures, confidentiality requirements, communication protocols, workflow management, and the handling of matters requiring sensitivity and discretion. Develops performance plans, evaluates employee performance, provides coaching and feedback, and identifies developmental needs to enhance staff capabilities. Participates in hiring activities, assists with onboarding and orientation, and ensures that administrative staff have the skills and resources needed to support high-level executive operations. Under administrative and policy direction from the Librarian and/or PDLC concerning priorities and objectives, the incumbent plans, schedules, and carries out high-level assignments, tasks and special projects. Exercises discretion and judgement in determining whether to broaden or narrow the scope of assignments and projects. Exercises a wide degree of independence and applies authoritative judgement in developing and maintaining relationships with various Library officials, other Federal agencies, and public and private organizations. Expressing the Librarian's and/or PDLC's views, the incumbent works with senior managers on special projects and assists with the development of long-range management plans that contribute to productive, efficient, and effective implementation of key agency projects and programs. Applies a wide range of qualitative and/or quantitative methods that contribute to the assessment and improvement of complex organizational goals, assists with the development of detailed implementation plans, and monitors progress to goals in Service Units and offices that report directly to the Office of the Librarian. Researches, gathers and presents information, which can include legislative, project, and program data, and coordinates studies and briefing papers for the Librarian and/or PDLC. Provides expert research and analysis on complex program issues or problems impacting the Library, the Librarian and/or PDLC and/or the service unit. Information gathered from the research and analysis is used to present viewpoints of the Librarian, ascertain information necessary to follow up with high-ranking officials, and to present background material to the Librarian and/or PDLC for review and response to significant issues raised. Provides expert advice, authoritative recommendations, and supervisory guidance on matters concerning the Librarian's and/or PDLC's special projects, office priorities, and the management of front office administrative functions. In addition to advising senior leadership, the incumbent exercises supervisory responsibility for administrative professionals assigned to the Office of the Librarian, ensuring that front office operations reflect the standards, priorities, and expectations of the Librarian and/or PDLC. Performs other duties as assigned.
