Program ManagerThe Program Manager is responsible for the overall management, coordination, and successful execution of Behavioral Health Consultant Support Services for the U.S. Army Recruiting Command (USAREC). This role oversees contract performance, staffing, and service delivery for remote clinical personnel providing medical waiver review services.The Program Manager serves as the primary point of contact between the contractor and the Government, ensuring all contract requirements, performance standards, and deliverables are met. This position requires strong leadership, operational oversight, and the ability to manage geographically dispersed teams in a federal contracting environment.The position operates on a standard Monday–Friday schedule (8:00 AM – 4:30 PM EST) and is performed remotely.*Position is contingent upon contract award.ResponsibilitiesServe as the primary liaison between the contractor and the Government, including the Contracting Officer (KO) and Contracting Officer's Representative (COR)Provide overall leadership and management of contract operations, ensuring compliance with all Performance Work Statement (PWS) requirementsOversee recruitment, onboarding, staffing, and retention of qualified personnel (e.g., Clinical Psychologists)Ensure continuous coverage and uninterrupted performance of services across all assigned personnelMonitor staff productivity, quality, and adherence to required performance metricsManage and coordinate schedules for remote personnel across multiple locationsEnsure all deliverables are submitted accurately and on time, including: Monthly Status Reports (MSR)Man-hour reportsQuality Control documentationDevelop, implement, and maintain a Quality Control Plan (QCP) to ensure contract compliance and service excellenceIdentify performance issues and implement corrective actions to prevent recurrenceEnsure all personnel meet credentialing, training, and security requirementsCommunicate staffing changes, absences, and coverage plans to the COR in a timely mannerConduct or participate in regular meetings, including post-award conferences and periodic performance reviewsEnsure compliance with all applicable federal, DoD, and Army regulations, policies, and security requirementsMaintain documentation and records related to contract performance and personnel actionsCoordinate and manage transition (phase-in/phase-out) activities as requiredQualificationsEducationBachelor's degree from an accredited college or university (required)ExperienceMinimum of three (3) years of relevant experience managing programs of similar size, scope, and complexityMinimum of two (2) years of experience as a contract/program managerDemonstrated experience managing healthcare or behavioral health-related services preferredExperience supporting federal or Department of Defense (DoD) contracts highly preferredFamiliarity with U.S. Army Recruiting Command (USAREC) operations is a strong advantageSkills & CompetenciesStrong leadership and personnel management skills across geographically dispersed teamsExcellent written and verbal communication skillsAbility to effectively interface with Government stakeholders and respond to inquiries promptlyStrong organizational and problem-solving abilitiesAbility to manage multiple priorities and meet strict deadlines in a fast-paced environmentKnowledge of contract compliance, quality control processes, and performance metricsTechnical SkillsProficiency in Microsoft Office Suite (Word, Excel, PowerPoint, Teams, SharePoint)Ability to manage reporting, scheduling, and workforce tracking systemsAdditional RequirementsU.S. Citizenship requiredAbility to pass background investigation and maintain favorable suitability determinationUnderstanding of military structure and operations preferredAbility to be available during standard operating hours and respond to urgent issues as neededCapability to manage personnel coverage and report absences within required timelinesAKAHI ASSOCIATES LLCAKAHI Associates is a premier provider of healthcare workers to various military treatment facilities across the United States.
