Departmental Overview

The Coleman Fung Institute for Engineering Leadership, launched in January 2010, prepares engineers and scientists - from students to seasoned professionals - with the multidisciplinary skills to lead enterprises of all scales, in industry, government and the nonprofit sector. The Fung Institute is headquartered in UC Berkeley's College of Engineering, which is recognized for its educational and research excellence and is consistently ranked among the top three engineering colleges in the United States.

The Fung Institute offers educational programs that combine leadership coursework in technology innovation and management with intensive study in an area of technical specialization. This integrated knowledge cultivates leaders who can make insightful decisions with the confidence that comes from a synthesized understanding of technological, marketplace and operational implications.

The Program Manager (Student Services Advisor 3 SV), in conjunction with the entire student services team, has responsibility for student affairs and advising across all Fung Institute programs and activities, as well as administrative support of the Institute's current and future program offerings. The Program Manager leads academic advising efforts and engagement in student experience, coordinates experiential-learning team formation and management, plans and supports programmatic events and initiatives, creates community, and advises students on academic issues. Currently, the Institute supports approximately 800 degree and non-degree students, and expects to serve an increasing number of students in the coming years as new programs are launched and existing programs scaled.

Reporting to the Associate Director for Student Services Operations, with a dotted line to the Director of Innovative Programs, the Program Manager will give special attention to the programs and activities within the Director's portfolio, while also matrixing across the broader Institute set of programs and activities. The incumbent should be prepared to work extensively in online and hybrid program offerings.

Additionally, the Program Manager is a program operations officer for the Institute, with responsibilities well beyond advising and student services. As a student services and program operations professional, the incumbent will work on a wide range of activities- including but not limited to, finance, events, program operations, facilities, academic support, program design, policy development, advising, among others. They are also one of the Institute's primary points of contact, and have responsibilities for maintaining and responding to the full range of inquiries that come in through the Institute's various channels of communication (e.g., shared inboxes, phone inquiries, student walk-ins). This position has significant student-facing and potential-student-facing responsibilities, and therefore is expected to have a significant on-campus presence and has primary responsibilities associated with staffing the Fung Institute buildings, including related facilities and operations support.

Responsibilities

Student Services:
  • Coordinates day-to-day student lifecycle operations, including onboarding, enrollment, and course participation.
  • Serves as a primary liaison with campus and external partners to resolve operational and administrative issues.
  • Collaborates with the broader Student Services team to support shared processes and initiatives across the Institute's activities.
  • Serves as a first point of contact for prospective and current students across the Institute's programs and activities.
  • Manages and develops processes for communicating resources and opportunities to students. Collaborates with other staff to keep student-facing communications (e.g., emails, handouts, social media, website, etc.) effective and up-to-date.
  • Monitors and manages student services processes; resolves issues and supports students throughout their lifecycle with the Institute.
  • Identifies process improvements and recommends updates to student services policies and practices.
  • Facilitates resolution on re-enrollment or scheduling problems; recommends petition exceptions that affect the requirements of multiple departments.
  • Provides backup support across Fung Institute Student Services and Program Operations functions to ensure continuity of operations during peak periods or staff absences.

Recruitment and Admissions:

  • Plans and implements outreach programs and recruitment activities with specific target audiences and institutions; develops and conducts regularly scheduled program information sessions throughout the year, in collaboration with the supervising Director, as well as the Institute's Senior Admissions Officer and Marketing & Communications team.
  • Advises prospective applicants on necessary academic preparation; appropriateness of program as it pertains to the prospective applicant's goals;
  • Utilizing in-depth knowledge of the organization's enrollment criteria, screens applicants for course enrollment; evaluates domestic and international transcripts for course eligibility.

Financial Aid:

  • Oversees the administration, evaluation, and awarding of program scholarships and supports the coordination of student financial support processes;
  • Advises students on financial aid options of the organization.

  • Provides guidance and advice to students on available funding resources and program-specific financial considerations.

Community and Event Management:

  • Manages student academic and co-curricular community-building programming
  • Proactively develops programs, workshops, and services in support of career development, independently and in coordination with the Institute's Career and Alumni team.
  • Leads the planning and implementation of student-facing events (e.g., workshops, presentations, tours, tabling, designations, open houses, etc.).
  • Supports the planning and implementation of major program events (e.g., end of semester showcases, MAS-E orientation and commencement, public open houses, etc.).
  • Develops and enhances student and alumni community networks.

Program Management and Program Operations:

  • Provides operational support for programs within the Innovative Programs portfolio, as well as across all Fung Institute activities including, but not limited to, student affairs, academic support, analysis, events, advising, finance, facilities and building operations, experiential learning, program policy development and implementation, career and alumni services, program and process evaluation, etc.
  • Works with team leaders, managers and departments to ensure departmental deadlines and goals are met
  • Collaborates with leadership and Fung team to set organization-wide goals to improve internal operational processes
  • Assist in designing and maintaining clear operational guidelines to provide consistency of operations
  • Plans, implements, and supports complex, high-visibility events related to experiential learning and student engagement, such as information fairs and showcases (including the Institute's flagship end-of-year showcase).
  • Plan, design, and provide workshops for students, academic strategies and enrichment programs. Advises experiential-learning student leadership committee on social and academic activities. Facilitates community-building events for students.
  • Work with students and other program staff in planning, coordination and implementation of events and to develop new activities and events that enhance the student experience.
  • Designs or contributes to the design and implementation of new programming, events, and administrative processes for current and future Institute activities.
  • Working closely with the Marketing and Communications team within the Fung Institute and external partners, this position will coordinate annual updates to electronic and print communications, web pages, the application, and other key communication channels related to Institute's programs and activities.
  • May hire academic support roles (e.g., TAs/Readers, GSIs). Liaises and coordinates with such roles as needed.
  • Schedules and communicates faculty office hours.
  • Coordinates course delivery operations (e.g., supports student access to online learning platforms).
  • Collaborates with University and external technical teams to support program success, including but not limited to: for online course enrollment and delivery.
  • Identifies process improvements and recommends updates to program operations policies and practices.

Academic Advising:

  • Applies academic advising concepts, experience, and knowledge of widely recognized advising theories/philosophies to identify and address student issues.
  • Manages multiple start dates of MAS-E cohorts using a holistic advising approach.
  • Monitors student academic progress and advise students on degree requirements.
  • Consults colleagues and other student service units regarding students who are experiencing complex academic, financial, and personal difficulties.
  • Assesses problems that arise affecting students, investigate alternatives, and utilize creativity and expert understanding of student matters to devise and implement solutions.
  • Advises students on college and university policies and procedures.
  • Collaborates with students, faculty and staff to identify and implement innovative approaches to meeting the academic and student engagement needs of a diverse and changing student body.

Other special projects and duties as assigned.

Required Qualifications

  • Bachelor's degree in related area and / or equivalent experience / training.
  • Working knowledge of advising and counseling techniques.
  • Knowledge of University-specific computer application programs and knowledge of University and departmental principles and procedures involved in risk assessment and evaluating risks as to likelihood and consequences.
  • Solid verbal and written communication skills.
  • Interpersonal skills.
  • Multicultural competencies; ability to work with diverse populations.
  • Knowledge of complex U.S. visa and immigration procedures, compliance issues, and employment eligibility / authorization for international students and scholars.
  • Ability in problem identification and reasoning; ability to develop original ideas to solve problems.
  • Skills in judgment and decision-making, problem solving, identifying measures of system performance and the actions to improve performance.

Under California law, the University of California, Berkeley is required to provide a reasonable estimate of the compensation range for this role and should not offer a salary outside of the range posted in this job announcement. This range takes into account the wide range of factors that are considered in making compensation decisions including but not limited to experience, skills, knowledge, abilities, education, licensure and certifications, analysis of internal equity, and other business and organizational needs. It is not typical for an individual to be offered a salary at or near the top of the range for a position. Salary offers are determined based on final candidate qualifications and experience.

The budgeted salary or hourly range that the University reasonably expects to pay for this position is $72,600 to $88,000 yearly ($6,050 to $7,333.33 monthly); the full salary range for this title (STDT SVC ADVISOR 3 SV) is $61,200 to $105,200 yearly. This is a 100% FTE career position eligible for full benefits. This position is FLSA Exempt and paid monthly.

Other Information

This position is covered by the collective bargaining agreement between UAW (United Auto Workers) and the University of California Regents for SV.
