Job Description Plans, organizes and directs all operational activities of a 24‑hour juvenile detention center in compliance with policies and procedures as set forth by Dallas County Commissioners Court and the department, and standards established by local, state and federal statutes. Management Scope: Manages approximately 100‑200 exempt and non‑exempt staff (excluding volunteers) across multiple facilities with 75+ staff and an overall budget (operating, contract services, staffing, etc.) of approximately $6‑10 million. Responsibilities Ensures the efficient operation of the juvenile detention center by planning, organizing, directing and evaluating all organizational activities to ensure compliance with all applicable laws, policies, procedures and licensing standards. Reviews and approves delegated personnel functions including hiring, evaluating and scheduling supervisory personnel, reviewing processes and results, establishing priorities and allocating resources to ensure the operational functionality of the facility. Assesses program and facility needs, prepares annual budgets, coordinates grants and contracts, makes recommendations, monitors expenditures, approves purchases and maintains funds. Oversees building maintenance and inspections to ensure compliance with established standards. Develops, recommends, implements and monitors policies and operating procedures to ensure program effectiveness. Interacts with County staff, agencies and the public to resolve problems, provide information and communicate ideas. Serves as back‑up to staff and assumes all duties as necessary, e.g., administering medications, transporting youths to appointments, processing intake assessments or discharges, and disciplining youths; must be physically able to perform “handling with care techniques, including takedowns, chasing and restraining youth” as outlined in the Texas Juvenile Justice Department requirement. Supervises the timely repair of all security and maintenance equipment and systems to ensure safety, security and good health to all youths and personnel. Performs other duties as assigned. Qualifications Education, Experience and Training: Education and experience equivalent to a Bachelor’s degree from an accredited college or university in a Behavioral Science field, Criminal Justice, Business Administration, Public Administration or a job‑related field of study. Five (5) years of professional work related experience with juveniles in a detention or residential facility where programming and counseling were primary responsibilities, including four (4) years in a supervisory or management capacity. Special Requirements / Knowledge, Skills & Abilities Knowledge of standard software applications. Ability to effectively communicate orally and in writing, and establish and maintain effective working relationships with employees, departments and the general public. Certified Probation Officer, Child Care Administrator and CPR/First Aid certification within six (6) months of employment. Must possess a valid Texas Driver’s License with a good driving record. Must pass an extensive background investigation. Mandatory drug testing prior to employment; subject to random, unannounced drug and/or alcohol tests during employment. The employee will also be subject to shift changes. Position requires working with juveniles who may have committed dangerous or aggressive acts; must possess a high tolerance for an emotionally demanding/stressful work environment. An employee may be transferred to another department, shift, location or facility based on the needs of the Department. Working in a 24‑hour facility may require overtime or staying on duty for part or all of an additional shift (“double shift”). The incumbent is / may be considered essential personnel subject to being held over or called back to a work location or alternate site at all times. When required, you will be notified by your supervisor. Must be at least 21 years of age (for applicable positions) and must pass all portions (physical/written) of the Juvenile Academy to continue employment or all standards related to PREA and Ethics for specific positions. Physical/Environmental Requirements Standard office environment within a secured facility. Ability to be on call 24 hours a day.
