CWCB Administration and Operations Section Chief (Management).

State of Colorado

Position Summary Role: Director, Colorado Water Conservation Board (CWCB). The Director will provide leadership, management, and vision for effective and efficient operations of the CWCB, including financial and strategic planning, performance management, and internal operations management. This includes long‑range budgeting, strategic planning for agency growth, integration of funding programs, and process improvement. Key Responsibilities Financial & Strategic Planning: Manage budget, procurement, and accounting staff; develop short‑ and long‑term financial planning objectives; recommend resource allocations to meet the division’s mission and Colorado’s Water Plan goals. Performance Management & Process Improvement: Establish long‑term and short‑term process improvement goals; lead initiatives to increase operational efficiency, optimize customer service, and minimize waste. Operations Management: Oversee internal operations, including procurement, accounting, office resources, website development and maintenance, data management, contract preparation, and budget statement compilation. Implement long‑term policies, procedures, and strategies to ensure effective operation. Minimum Qualifications Ten (10) years of experience in water policy analysis, budget management, and legislative/policy analysis, OR Bachelor’s degree in business administration, natural resources management, environmental science, environmental policy, natural resource economics, or related field, AND six (6) years of the above experience. Additional appropriate education substitutes for required experience on a year‑for‑year basis (Bachelor’s = 4 years, Master’s = 2 years, Doctorate = 1 year).
