You will serve as a Management and Program Analyst with Bureau of Reclamation. The primary purpose of this position is to perform highly complicated management and program analysis in which the analysis directly influences the focus and/or direction of the Natural and Cultural Resources Division programs.

Some of the major duties you will perform as a Management and Program Analyst include but are not limited to the following:

• Analyzes and develops improved processes and procedures for the implementation of natural and cultural resource programs across Reclamation, such as Fixing America's Surface Transportation Act (FAST-41), National Environmental Policy Act (NEPA), Endangered Species Act (ESA), and Clean Water Act (CWA) programs.
• Conducts comprehensive reviews of internal operations and activities which directly influence the focus and/or direction of natural and cultural resource programs.
• Analyzes new or proposed legislation, regulations, and/or program requirements in order to define, develop, and implement major changes across the bureau.
• Develops long-range (e.g., more than 5 years) program plans, goals, objectives, and milestones for program and project accomplishments.
• Provides analysis and advice to the NCRD Manager, regional and field staff, and senior leadership in the Commissioner's Office on natural and cultural resource programs and issues.

Duties will be developmental in nature when filled below the full performance level.

Qualifications

All qualifications must be met by the closing date of this announcement - 08/17/2026-unless otherwise stated in this vacancy announcement. Competitive candidates must also meet Time-in-Grade requirements as defined in 5 CFR 300, Subpart F.

For current Federal employees, if hours worked per week are not included on your resume, you must submit a non-award SF-50 as part of your application to be used to validate your work schedule and determine the amount of specialized experience that you will be granted. An award SF-50 will not be acceptable documentation for which to consider your amount of qualifying experience . For periods of time that reflect military service, the DD-214 or Statement of Service is sufficient to meet the work schedule requirement as the service dates will be reflected. To qualify for this position at the GS-12 grade level:

Experience : You must possess at least one full year of specialized experience equivalent to the GS-11 level in the Federal service (obtained in either the public or private sectors). Specialized experience is experience that has equipped the applicant with the competencies to perform successfully the duties of the position. Qualifying specialized experience must include the following: Experience applying natural resources laws and regulations such as preparing National Environmental Policy Act (NEPA) documentation, preparing Biological Assessments, or preparing Clean Water Act permits. You must also have experience developing long- and short-range programs or project plans, goals, objectives, and milestones for program and project accomplishments.

To qualify for this position at the GS-13 grade level:

Experience: You must possess at least one full year of specialized experience equivalent to the GS-12 level in the Federal service (obtained in either the public or private sectors). Specialized experience is experience that has equipped the applicant with the competencies to perform successfully the duties of the position. Examples of qualifying specialized experience must include performing highly complicated management and program analysis in which the analysis directly influences the focus and/or direction of Natural and Cultural Resources programs and develops criteria for evaluating the effectiveness of internal administrative operations, organizations, or management by developing detailed plans, goals, and/or objectives for the long-range implementation and administration of Natural and Cultural Resource programs. Qualifying specialized experience must also include experience applying natural resource laws and regulations for complex projects.

Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Physical Demands -Travel is occasionally required to various office and field locations. Sometimes the operation of a motor vehicle will be required in connection with assigned duties.

Work Environment - Work is performed in an office setting, with occasional trips to the field for meetings or site examinations. Both office work and travel require the employee to exercise all possible safety precautions.
