The Human Resources Analyst performs analytical work in the administration of the Department’s personnel management programs including but not limited to, classification and pay, hiring assistance, recruitment, allocations, reporting structures, position justifications, and complex or special projects pertaining to Human Resources (HR). Serves as a point of contact and liaison between assigned Cal OES directorates and HR. Independently analyzes issues, reasons logically and creatively, develops a course of action, and makes recommendations to meet customer needs while performing a variety of human resources responsibilities. This position will also support and promote a positive work environment and productive relationships with all staff in an ethical and professional manner. The incumbent is expected to maintain a high level of confidentiality. Work closely with all levels of Cal OES management; provide consultation on a wide variety of personnel related subjects. Attends a variety of staff meetings and training classes, may be called upon to serve as a lead, train, present, and perform other job-related duties. Interprets and explains civil service law, rules, and procedures; does research in specific areas of public personnel management; represents the agency at meetings and conferences; studies various personnel operating procedures; prepares reports, manuals, articles, and correspondence. Additional in office days may be required based on the business need. The California Governor’s Office of Emergency Services (Cal OES) is an emergency response, homeland security, and disaster recovery agency and as a result, is a dynamic and exciting place to work in a team-oriented environment. Cal OES provides training to enhance the understanding of emergency and incident management to all employees. The Finance & Logistics Administration Directorate oversees sections managing Cal OES operations including budgeting, fiscal analysis, accounting, grants management, human resources, labor relations, staff recruitment, examinations, organization and professional development, disaster and internal logistics support. The Directorate is comprised of four sections: Administrative Services, Human Resources, Grants Management and Logistics. In the event of an emergency, employees may be contacted and requested to report to work in the event of an emergency. This contact may be outside of your normal working hours (evenings/nights, weekends, and holidays). This service may require irregular work hours, work locations other than the official duty location, and may include duties other than those specified in your official position description. Travel requirements in support of emergency operations may be extensive in nature (weeks to months), with little advance notice, and you may be required to relocate to emergency sites. Ability to research thoroughly and write effectively following policy and grammatical rules. Ability to demonstrate analytical problem solving. Demonstrate willingness to assume duties of various complexity and adapt to changing priorities. Have excellent communication, listening, and interactive skills. Be proficient in the use of various computer word processing, spreadsheet, and database applications and be willing to learn new technological tools and to incorporate them in daily tasks. Possess excellent written and oral communication skills, with the ability to present information and express ideas in a clear, confident, and convincing manner. Demonstrate ability to follow directions, protocols, and procedures. Demonstrate excellent interpersonal skills and high emotional intelligence with the ability to work in a multi- disciplined team environment. Have excellent attendance. Possess strong organizational and time management skills. Demonstrate attention to details and ensure the completeness and accuracy of the provided information, at all times.
