Contract Analyst

Job Summary Under the direction of the Procurement Manager (Supervisor I), the Analyst II serves as the Contract Analyst and is responsible for performing varied, complex, and technical administrative functions. The incumbent must adhere to ethical practices in accordance with all applicable statutes, departmental policies and procedures, standards and controls, and rules pertaining to delegated purchasing authority approved through Department of General Services (DGS) and is responsible for monitoring statewide changes and ensuring GO‑Biz is up to date on practices and procedures. The incumbent performs a broad range of complex work associated with GO‑Biz BSU and is charged with ensuring that GO‑Biz is implementing the best business practices in areas of responsibility. Key Responsibilities Perform varied, complex, and technical administrative functions related to contracting. Adhere to ethical practices and comply with statutes, departmental policies, procedures, standards, and controls. Monitor statewide changes and ensure GO‑Biz practices and procedures are up to date. Implement best business practices across areas of responsibility. Qualifications Educational Requirements: Provide school transcripts; diplomas are not accepted in lieu of transcripts. Statement of Qualifications (SOQ) Requirements: Respond to the three numbered questions in separate, single‑spaced sections no more than 2 pages. Question 1: Describe proficiency with Microsoft Office Suite and give examples of use. Question 2: Describe institutional knowledge of procuring goods and services, including familiarity with FI$Cal, California State Contract Manual, CA contract laws, procurement standard forms, LPA’s, Cal‑Card, or other systems. Question 3: Provide a detailed example of contracting experience describing role, compliance, timelines, documentation, and stakeholder communication. Salary and Work Options Annual compensation: $6,031.00 – $7,547.00. Hybrid telework eligible; requires in‑person reporting at headquarters in Sacramento up to four times per week.
