Role Description NAVIGATE Building Solutions is a St. Louis-based owner's representative and construction management firm specializing in Owner Representation, Construction Management, Program Management, and Project Management. This is a full-time role for a Project Manager or Senior Project Manager based in St. Louis, MO. The PM/SPM will serve as the Owner's Representative on public-sector and education construction projects, leading full cradle-to-grave project delivery from pre-development and design through procurement, construction, closeout, and occupancy. This is not a GC role. You will work directly on behalf of clients, with primarily local project work and a quality of life that is genuinely rare in this industry. Key Responsibilities Serve as the Owner's Representative and primary point of contact for all project stakeholders including school district leadership, governing boards, architects, engineers, and contractors Lead all phases of project delivery from pre-development through closeout and occupancy Develop and manage project scopes, master schedules, and detailed budgets aligned with client and funding requirements Oversee public procurement processes including RFQs, RFPs, competitive bidding, and contract negotiations Monitor construction phase activities to ensure safety, quality, and schedule adherence with minimal disruption to ongoing operations Identify and mitigate project risks related to cost, schedule, regulatory approvals, and stakeholder impacts Prepare and distribute project documentation including meeting minutes, field reports, board updates, and executive summaries Qualifications 5-30 years of commercial construction experience Cradle-to-grave project management experience is required Strong proficiency in project management, program management, and construction management methodologies Experience with planning, scheduling, budgeting, and risk management Excellent written and verbal communication skills including the ability to present to boards and public stakeholders Highly organized, detail-oriented, and solutions-driven with a collaborative leadership style Bachelor's degree in Construction Management, Civil Engineering, or a related field preferred PMP or equivalent certification is a plus Preferred Qualifications Experience in K-12, higher education, industrial, or municipal capital projects Familiarity with publicly funded environments including bond programs and taxpayer-funded initiatives Proficiency in Procore, Autodesk Construction Cloud, or similar platforms Knowledge of Design-Bid-Build, CMAR, and Design-Build delivery methods Compensation and Benefits Above-market base salary commensurate with experience Strong annual performance bonus Monthly car allowance and mileage reimbursement Monthly phone allowance If this sounds like the right fit, apply or reach out directly.
