They possess demonstrated experience drafting talking points, fact sheets, presentations, and meeting summaries; coordinating agendas and stakeholder communications; and supporting board meetings, advisory committees, and cross-departmental teams. The successful candidate is highly organized, able to manage multiple priorities, comfortable traveling frequently to legislative meetings and the biennial State Legislative Session, and knowledgeable of Nevada Open Meeting Law requirements and public meeting processes. They are a collaborative relationship-builder who can effectively communicate complex information and advance organizational goals through strategic stakeholder engagement and public affairs support.INTRODUCTION: Human Resources will screen applications and supplemental questionnaires. The successful candidate may be required to pass a drug screening, background check and may be required to pass a job-related physical evaluationGENERAL PURPOSEUnder general supervision, performs or assists in performing a wide variety of professional administrative, financial, legislative and other management analyses in support of District/SNWA initiatives, functions and programs; assists in formulating policy, procedure and legislative positions; has a presence at the Nevada Legislature; and performs related duties as assigned.DISTINGUISHING CHARACTERISTICSAssociate Public Affairs Analyst is the entry-level professional class in the Public Affairs Analyst series. Initially, incumbents perform professional assignments while learning policies, procedures and legal requirements related to applicable District/SNWA administrative programs or management initiatives and activities. As experience is gained, more difficult duties are assigned and performed with greater independence. Incumbents are expected to exercise judgment in applying appropriate study methods and analytical techniques and in making sound, fact-based recommendations based on study results.Associate Public Affairs Analyst is distinguished from Public Affairs Analyst in that incumbents in the latter class perform more difficult and complex research and analytical assignments involving gathering and interpretation of data from multiple sources on issues of significant impact and importance for the District and/or SNWA, while exercising sound judgment in formulating study approach and analytical techniques necessary to achieve expected study results. Public Affairs Analysts are expected to carry out representational responsibilities independently within a general policy framework, with sensitivity to the political and community impact of their communications.The Public Affairs Analyst class series is distinguished from the Management Analyst class series by the incumbents’ representational duties before the legislature, its committees and other governmental agencies as well as responsibility for interactions with members of the District’s and SNWA’s Boards of Directors. Duties in this series require a high degree of awareness regarding the political and community impact of issues, communications and interactions and exceptional skill in building effective intergovernmental relationships and partnerships on behalf of the District/SNWA.ESSENTIAL DUTIES AND RESPONSIBILITIESThe duties listed below are intended only as illustrations of the various types of work that may be performed. The omission of specific statements of duties does not exclude them from the position if the work is similar, related or a logical assignment to this class.Performs administrative or management studies and special projects in accordance with guidance and instructions given regarding approach and expected results; conducts research projects within specified research parameters; uses appropriate analytical techniques and statistical and information-gathering processes to obtain required information, ensuring data accuracy, completeness and relevance; organizes and presents data in a logical manner, using spreadsheets and other tools; summarizes findings, conclusions and recommendations in statistical and narrative form; assists in developing and implementing program or functional goals and objectives.Performs a variety of writing assignments to meet project requirements and parameters, often within intensive deadlines; drafts for supervisory review written materials, including fact sheets, summaries, reports and correspondence; drafts talking points, presentations and graphics materials for review; may write assigned articles for external publication.May assist in performing a variety of Public Affairs division assignments, including: analyzing, summarizing and tracking proposed state and federal legislation and regulations; conferring with District managers and staff to determine impacts on District or SNWA operations; drafting speaking points regarding bills of particular interest; monitoring meeting agendas for assigned small systems, governmental agencies or other groups and summarizing discussion and action items matters of interest to the District/SNWA.Participates in fund development initiatives and activities for the Springs Preserve; participates in identifying, reaching out and communicating with current and potential donors to promote commemorative giving and event sponsorships; through outreach, maintains and enhances ongoing relationships with sponsors and donors; ensures follow through to express appreciation to donors and ensure their needs and commitments have been met; promotes volunteer recruitment and on-going engagement; maintains the donor database and develops a variety of reports and analyses of donor giving and participation; may assist in logistical planning and participate in donor-oriented events.May participate in the development and writing of grant proposals and applications; participates in monitoring program implementation to ensure grant requirements are met; may participate in grant close out activities.OTHER DUTIESConducts or assists in conducting a variety of special projects and programs; performs program administrative functions in a specified area; prepares technical reports, charts, memoranda, correspondence and other written materials.DESIRED MINIMUM QUALIFICATIONSKnowledge of:Principles, practices and methods of administrative and organizational analysis; public administration policies and procedures; business computer applications, particularly as related to statistical analysis and data management; financial/statistical/comparative analysis techniques and formulae; budget development and administration methodologies; basic functions of public agencies, including the role and responsibilities of a public governing board; principles and practices of sound business communications; correct English usage, including spelling, grammar and punctuation.Ability to:Analyze administrative, operational, organizational and legislative issues/problems, evaluate issues and alternatives and reach sound conclusions; identify and utilize appropriate methods to resolve problems with data accuracy, completeness and relevance; apply sound critical thinking skills in evaluating options and alternatives, reaching conclusions and recommending appropriate courses of action within established policy guidelines; interpret and explain laws, regulations, policies and procedures; prepare clear and concise reports, position papers, presentations and other written materials in statistical and narrative form for a variety of technical and non-technical audiences; maintain accurate records and files; use word processing, spreadsheet, graphics and database software applicable to carrying out assigned duties; coordinate multiple projects and meet critical deadlines; exercise sound judgment within established guidelines; establish and maintain effective working relationships with managers, representatives of other governmental agencies, the public and others encountered in the course of the work.Training and Experience:A typical way of obtaining the knowledges, skills and abilities outlined above is graduation from a four-year college or university with major coursework in political science, communications, business or public administration or a closely related field; one year of professional experience performing administrative, statistical or procedural analyses and developing reports and related materials; or an equivalent combination of training and experience.
