Payroll Supervisor

Department of Finance is responsible for administering the tax revenue laws of the city fairly, efficiently, and transparently to instill public confidence and encourage compliance while providing exceptional customer service. The Office of Employee Services (OES) is responsible for the agency's human capital administration and workforce management, which includes recruitment, personnel, civil service administration, labor relations, timekeeping, payroll, leaves of absence, benefits and performance management administration, and programs for employee learning, engagement, recognition, professional development, and agency-wide events. OES is seeking a Payroll Supervisor to serve in Payroll & Benefits Administration. Reporting to the Deputy Director of Payroll & Benefits, with wide latitude for independent judgment and authority, the Payroll Supervisor will be responsible for assisting the Deputy Director in managing the agency's Payroll, Compensation, Audit, Benefits, Management Reporting and any other related programs for approximately 2,000 employees.

The selected candidate's duties and responsibilities will include, but are not limited to the following:

• Assist the Deputy Director in managing the daily unit operations and overseeing the functions of the agency's payroll system and benefits administration for all staff, ensuring its integrity and accuracy.
• Perform specific projects as requested by the Deputy Director of Payroll & Benefits Administration with great attention to detail and critical time-sensitive activities, proficient computer, and data entry skills, and excellent written and oral communication skills are essential.
• Create a team environment, working closely with other OES program areas to eliminate overpayment and errors.
• Step in for the director and act as liaise with oversight agencies that manage benefits for current and retired employees (e.g. Department of Citywide Administrative Services, Citywide Office of Labor Relations, and NYCERS).
• Assist in tracking and implementing collective bargaining agreements, stipulation settlements, mayoral personnel orders, promotional and anniversary salary increases, union annuity payments, grievance determinations and managerial lump sum reviews for Comptroller's Office approval.
• Assist in administering functions related to separations and off boarding, taxable fringe benefit, non-city resident tax and other programs.
• Analyze current procedures (internal/external) to enhance unit operations and advise staff of procedural updates and monitor their implementation and accuracy.
• Analyze data in preparation for management review and for monthly Payroll Management Systems (PMS) and New York City Automated Personnel System (NYCAPS) extracts reflecting new hires, separations and headcount analysis.
• Track and generate overtime, attrition control, and other management reports, ensuring that the agency follows Personnel policies and procedures as mandated by civil service rules and regulations from oversight agencies (user Service Information requests, etc.)
• Develop, produce and analyze computer-based reports for agency-wide analysis, overtime reports, absence control, hiring and attrition statistics, recruitment needs and other long-term strategies.
• Prepare, review, and analyze the agency's Summary of Payroll for management approval and certification by (OPA), ensuring the accuracy, completeness, and compliance of payroll expenditures.
• Prepare and submit invoice payments for Sheriff's Annuity and Security obligations in accordance with applicable collective bargaining agreements, verifying supporting documentation, eligibility, calculations, and authorization.
• Conduct comprehensive payroll audits and review the Pending Pay Details 160 report and other payroll reports to identify and resolve discrepancies, errors, and irregularities.
• Research, calculate, and implement Additions to Gross, including Experience Differentials, RIP, Longevity and Service Increments, and other contractual compensation adjustments within NYCAPS.
• Process and monitor EFT stop-payment requests and supplemental payments for inactive employees, erroneous or returned payments, one-time payments, including managerial lump-sum payments, attorney-fee reimbursements, final leave balances, and other special compensation transactions.

In compliance with federal law, all persons hired will be required to verify identity and eligibility to work in the United States and to complete the required employment eligibility verification document form upon hire. This position may be eligible for remote work up to 2 days per week, pursuant to the Remote Work Pilot Program agreed between the City and the Collective Bargaining Unit representing employees serving in the civil service title.
