SCOPE

The Chief Financial Officer (CFO) serves as a key member of the leadership team reporting directly to the Chief Executive Officer, assisting in the overall leadership and direction of the Agency contributing significantly to the development of the organization’s strategic goals and direction, and working closely with the Leadership Team, and staff. The CFO is responsible for the agency’s fiscal management and serves as the head of the accounting and finance department. The CFO will be responsible for the development of RY’s financial management strategy, including but not limited to all fiscal operations (i.e. treasury and budgeting) and business operations along with support of capital and operating campaigns and administering capital reserve items. The CFO will ensure sound practices and principles and adherence to internal policies and procedures along with relevant regulatory requirements.

RESPONSIBILITIES

Overall Administration

• Serve as a key member of a leadership team and interrelating with all staff in a cooperative and productive fashion.
• Work with the CEO and Leadership Team on the strategic vision of the agency.
  Ensure relevant financial data is presented to the CEO, leadership team and Board.
• Supervise and support related department teams and support general operations through oversight of key functions.
• Represent agency with financial partners including banks auditors, insurance and investment managers.

Team Supervision

• Finance Department (team of 4): Supervise team; support and lead the finance team Ensure proper workflow within finance team with internal checks & balances and functional optimization.
• Assist in developing finance staff and educational opportunities.

Financial Strategy

• Direct Alignment Meetings : Leading structured sessions with Program and Department Directors to build realistic, bottom-up annual budgets mapped directly to their operational realities.
• Financial Literacy Coaching : Translating complex financial frameworks into actionable insights so non-financial directors can manage their department targets confidently. 3-to-5-Year Financial Modeling: Developing rolling forecasting tools that dynamically stress-test the organization against macroeconomic shifts.
• Capital Structure Diversification : Actively designing strategies to reduce reliance on vulnerable grants and scale earned income or social enterprise mechanisms.
• Impact-Linked Budgeting : Connecting fiscal allocations directly to programmatic key performance indicators (KPIs).

Financial Operations & Reporting

• Ensure creation, coordination, and evaluation of the financial operations and supporting information systems.
• Manage financial reporting, budgeting, financial planning, and internal controls.
  Ensure comprehensive monthly reporting including metric monitoring, budgeting and cash management.
• Preparation and review of financial statements, financial reports, special analyses, and tax returns.
• Lead and manage preparation and review of annual forecasting and budgeting process for all departments.
• Monitor, analyze, and forecast weekly, monthly, and annual cash flow.
  Board Stewardship: Serving as the key executive for the Finance, Audit, and Investment Committees by deploying high-level financial dashboards.
• Provide general oversight of donor investment activities, including Donor Advised Fund and Endowments.

Financial Audit and Compliance

• Oversee billings and filing requirements with state and federal agencies.
  Ensure positive banking relationships and oversee all contractual obligations.
  Manage and reconcile sub-accounts for RY.
• Ensure oversight and coordination of the annual independent audit.
• Ensure administration of the 403b, group health insurance and employee benefit plans.

QUALIFICATIONS

• CPA or MBA required.
• 7-10 years of experience in financial management, including 3 or more years in a CFO or equivalent role.
• Proven ability to manage a team.
• Strong analytical skills.
• Non-profit experience preferred.
• Strong computer skills.
• Ability to be proactive and creative in overcoming obstacles and resource constraints.
• Demonstrated capacity to act decisively and expeditiously to implement plans.
• Ability to self-motivate, take initiative, work independently and multi-task.
• Ability to supervise staff and develop programs.
• Strong oral and written communication, administration and organizational skills.
