Plans Examiner

The purpose of this position is to review construction plans and related documents to ensure proposed construction complies with applicable building, safety, and zoning codes prior to the issuance of permits. The incumbent works independently under limited supervision, reporting major activities and findings through periodic meetings.

Job Duties and Responsibilities

The following duties and functions, as outlined herein, are intended to be representative of the type of tasks performed within this classification. They are not listed in any order of importance. The omission of specific statements of the duties or functions does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification. Other duties may be required and assigned.

  • Reviews and interprets construction plans and related documents for compliance with applicable codes, including but not limited to building, electrical, plumbing, mechanical, fire prevention, life safety, energy, accessibility, and pool codes, as well as related ordinances, laws, rules, and regulations.
  • Researches and interprets code-related issues, consulting with other Plans Examiners, Building Inspectors, and outside agencies as needed to ensure proper application of standards.
  • Identifies non-compliance issues, determines required corrections, and ensures plans are brought into compliance prior to permit issuance.
  • Performs field inspections as necessary to verify construction compliance with approved plans and codes; assists field inspectors when needed for the applicable licensed trade.
  • Prepares, maintains, and organizes records of plan review activities; utilizes checklists to ensure consistency and accuracy throughout the plan review process.
  • Records and enters project data into permitting systems, including building type, square footage, occupancy loads, valuations, and related details.
  • Provides technical guidance and assistance to developers, contractors, property owners, architects, engineers, and the public regarding code compliance, interpretation, and the permitting process.
  • Responds to inquiries and complaints, researches issues, and provides timely resolutions consistent with established policies and codes.
  • Coordinates plan reviews and permitting activities with other City departments, divisions, and external agencies.
  • Participates in the development, revision, and adoption of model codes and internal review procedures.
  • Prepares reports, correspondence, plan review checklists, and project status updates as needed.
  • Performs other related duties as assigned.

Minimum Requirements

  • High school diploma or GED equivalent required.
  • Supplemented by specialized courses, vocational training, or certifications in building construction, code interpretation, or related fields.
  • Minimum of three (3) years of progressively responsible experience in building construction, plan review, inspection, or a related field.
  • Any equivalent combination of education, training, and experience that provides the required knowledge, skills, and abilities will be considered.
  • Must possess and maintain a valid State of Florida Plans Examiner license in at least one of the following disciplines: Building, Plumbing, Mechanical, or Electrical.
  • Must possess and maintain a valid Florida Driver's License.

Supplemental Information

Knowledge of:

  • Federal, state, and local building, electrical, mechanical, plumbing, and life safety codes and standards.
  • Construction materials, methods, and terminology used in residential and commercial projects.
  • Principles and practices of plan review, code interpretation, and building inspection.
  • Zoning, floodplain, and environmental regulations affecting building projects.
  • Permit processing, recordkeeping, and workflow management systems.
  • Applicable City ordinances, administrative procedures, and departmental policies.

Skills in:

  • Reading, interpreting, and analyzing architectural and engineering drawings, blueprints, and specifications.
  • Applying complex codes and technical standards with accuracy and consistency.
  • Identifying deficiencies and recommending effective corrective measures.
  • Communicating effectively, both verbally and in writing, with diverse audiences.
  • Providing clear and tactful customer service to developers, contractors, and the public.
  • Using computer systems and software applications, including Microsoft Office and electronic permitting platforms.
  • Managing multiple priorities in a fast-paced, detail-oriented environment.

Ability to:

  • Work independently and exercise sound judgment in decision-making.
  • Maintain accurate records and prepare clear and concise reports.
  • Establish and maintain cooperative relationships with City staff, contractors, and external agencies.
  • Interpret and apply building codes, ordinances, and regulations objectively and consistently.
  • Adapt to changes in codes, technologies, and departmental procedures.

Represent the City professionally and uphold a high standard of integrity and service. Performs light to medium work that involves frequent walking, standing, bending, and lifting up to 50 pounds. Requires sufficient manual dexterity and coordination to handle construction documents and operate standard office and field equipment. Sensory Requirements: Some tasks require the ability to perceive and discriminate sounds, and visual cues or signals. Some tasks require the ability to communicate orally. Environmental Factors: Routine and frequent exposure to outdoor conditions, including heat, cold, humidity, dust, fumes, noise, traffic, and construction-related hazards. Occasional exposure to electrical hazards, moving machinery, and uneven terrain.
