As ODVA's Business Development Representative, you will lead the Home Loan Program's business development, outreach, marketing, communications, and partner engagement efforts. In this role, you will increase awareness, understanding, and appropriate use of the ODVA Home Loan Program by building and maintaining relationships with eligible veterans, mortgage brokers and lenders, real estate professionals, veteran service organizations, housing partners, community organizations, and other stakeholders throughout Oregon. Through strategic outreach, education, and collaboration, you will help expand program participation, strengthen industry partnerships, and support Oregon veterans in achieving homeownership. This position serves as the Home Loan Program's primary public-facing representative, leading business development, outreach, and relationship management efforts across Oregon. You will promote the ODVA Home Loan Program through strategic marketing, industry engagement, presentations, partner education, communication campaigns, and digital outreach. The position also monitors outreach effectiveness, analyzes participation trends and market data, gathers stakeholder feedback, and recommends strategies to expand program awareness, strengthen partnerships, and support sustainable program growth. Position Responsibilities Include: Develop, implement, and evaluate statewide outreach, marketing, and communication strategies to increase awareness, participation, and responsible use of the ODVA Home Loan Program. Build, maintain, and strengthen relationships with mortgage brokers, lenders, real estate professionals, veteran service organizations, community partners, and public agencies to expand program awareness and participation. Recruit, educate, and support approved and prospective mortgage industry partners through presentations, training, onboarding, and ongoing relationship management. Represent the Home Loan Program at industry meetings, conferences, housing events, veteran resource fairs, and other public outreach activities throughout Oregon. Coordinate and develop public-facing communications, including website content, social media, newsletters, presentations, and educational materials in collaboration with agency communications staff. Research and analyze mortgage market trends, housing data, outreach performance, partner engagement, and program utilization to identify opportunities and recommend strategies for continuous improvement. Maintain outreach records, partner databases, performance metrics, and reports to support program evaluation, strategic planning, and informed decision-making. Collaborate with Home Loan Program staff and agency leadership to improve program visibility, partner engagement, customer experience, and operational effectiveness while ensuring compliance with agency policies and program requirements. Program Analyst 3 Minimum Qualifications: A Bachelor's Degree in Business or Public Administration, Behavioral or Social Sciences, or a degree related to the agency program that demonstrates the capacity for the knowledge and skills; and four years’ experience coordinating or administering a program OR; Any combination of experience or education equivalent to seven years of experience that typically supports the knowledge and skill requirements listed for the classification. The most competitive candidates will demonstrate experience in one or more of the following requested skill areas: Develop and implement statewide outreach, marketing, and communication strategies to increase awareness and responsible use of the ODVA Home Loan Program. Build and maintain partnerships with mortgage lenders, brokers, real estate professionals, veteran organizations, community partners, and public agencies. Plan and deliver presentations, trainings, and educational programs for industry partners, veterans, and community partners. Create and coordinate marketing materials, social media content, website updates, newsletters, and other public-facing communications. Monitor mortgage market trends, analyze outreach and program performance data, and recommend strategies to improve program participation and customer engagement. Coordinate broker and lender onboarding, communications, training, and ongoing partner engagement activities. Collaborate with internal teams to ensure accurate, consistent, and compliant program messaging and support continuous improvement of outreach, communications, and customer service. Additional Requirements: This position requires successful completion of a fingerprint based criminal history background check through the Oregon (LEDS) and National (NCIC) law enforcement data systems. A valid Oregon or Washington State driver’s license is required; must also undergo a Motor Vehicle Record (MVR) check, with ongoing monitoring as a condition of continued employment. This position will be based out of ODVA's Salem Office; however, the successful candidate may be eligible for hybrid (work from home/in office) work schedule. The logistics of hybrid work will need to be worked out with the Hiring Manager prior to your hire and may be changed at any time given specific job duties and business needs. Remote work is evaluated periodically to ensure business needs are being met and can be adjusted at any time. ODVA will provide necessary hardware (laptop, monitor, keyboard, mouse, and cell phone) for an employee to successfully work from home. This position may require some travel to ODVA offices and sites on an as-needed basis. At ODVA sites, you will have access to a workspace, however, it may be shared with other employees.
