Job Summary The Clinical Program Manager provides leadership, oversight, and operational management for assigned behavioral health programs and clinical teams. This position is responsible for recruiting, hiring, training, supervising, and evaluating Clinicians and Mental Health Care Professionals (MHCPs) while fostering professional development and a high standard of clinical practice. The Clinical Program Manager provides clinical consultation, case oversight, and technical assistance to staff, ensuring quality service delivery and adherence to agency, contractual, accreditation, and regulatory requirements. This role collaborates closely with department leadership, community partners, schools, and service agencies to support program goals and participant outcomes. Responsibilities include monitoring program performance, analyzing data and outcomes, managing participant feedback and grievances, ensuring accurate and timely clinical documentation, and overseeing day-to-day program operations. The Clinical Program Manager supports compliance with Washington Administrative Code (WAC), contract requirements, and YMCA policies and procedures while helping advance the strategic, operational, and programmatic objectives of the regional behavioral health team. This position also provides operational support to the Clinical Program Director III and serves as a key leader in maintaining high-quality, participant-centered services. Direct care staff in the Social Impact Center receive monthly personal Wellness days in addition to existing PTO and Paid Holiday benefits Some benefits only available to full-time staff Associate License Hiring Range: $81,000 - $84,000 annually Independent License Hiring Range: $85,000 - $92,000 annually Responsibilities Recruit, hire, train, evaluate, and supervise clincal staff (Clincians, Mental Health Care Professionals (MHCP)) in assigned areas. Provide development and leadership for staff. Provide technical assistance and case consultation to staff. Collaborate with other department leaders to provide support and leadership to assigned programs. Compile program statistics and provide data and reports as required. Monitor and evaluate the effectiveness of and participation in program(s). Manage participant feedback and grievances, including follow-up as needed. Develop and maintain collaborative relationships with community organizations, schools, and agencies related to participant support. Develop, produce, and distribute program information necessary to promote programs, in accordance with branch marketing plans. Assigns cases to supervisees an monitors staff documentation and individual case records by utilizing the report in the electronic helath records, periodically spot-checking case records from each staff and ensure timely documentation of services and productivity. Support program compliance, including monthly reporting, contract outcomes, and data evaluation, and ensure services are delivered and documented in accordance with WAC and contractual requirements. Ensure that program policies and procedures are followed and that all programs comply with YMCA, contract, accreditation, and all relevant regulations and applicable standards. Ensure that employees in your department are following program procedures, safety requirements, and have clarity of roles and responsibilities. Directly oversee day-to-day operations as needed, including scheduling, coverage needs, and responding to emergencies. Supports the Clinical Program Director III with the programmatic and operational needs of the regional team. Perform other duties as assigned. Qualifications Licensure as an Associate or Independent Clinical Social Worker, Mental Health Counselor, or Marriage and Family Therapist through the Washington State Department of Health. Two years work experience as a Mental Health Professional and Child Mental Health Specialist. Two or more years training and experience providing emergent, skills-focused, intensive, short term crisis intervention for families preferred and/or experience working with youth and families in the Child Welfare System. Proven ability to work effectively as part of a team. Experience with wraparound, motivational interviewing and solution-focused service delivery models. Working knowledge of youth and family mental health, juvenile justice and chemical dependency systems and providers in King County and Washington State child welfare system strongly preferred. Knowledge of relevant Washington Administrative Codes governing Crisis Services and Child Welfare work. Intermediate proficiency with computers, basic Microsoft Office software and case management/client tracking software. Experience with project management and business planning, including tracking and summarizing data into reports in a timely manner. Strong organizational skills with attention to detail, a high sense of urgency, and ability to consistently adhere to strict timelines and follow-through. Preferred Qualifications: Knowledge of and previous experience with diverse populations (language, culture, race, physical ability, sexual orientation, etc.). Ability to speak any language in addition to English may be helpful. Authorized Driver: This role transports clients as an “authorized driver” for the YMCA of Greater Seattle (YGS) using an employer-provided vehicle, as well as your personal vehicle (proof of current auto insurance and vehicle registration are required). Driving duties for this role are Required.* Driving roles are safety-sensitive. To become an authorized driver, you must be 21+, have possessed a driver's license for at least 3 years, and pass a drug screen that will test for impairing substances (including marijuana) in addition to meeting the driving record standards below: YGS Driving Record Standards Within the last three (3) years: No more than two (2) vehicle related suspension(s) and/or reinstatement(s). No more than two (2) moving violations and/or accidents. Moving violations include, but are not limited to, the following: Speeding Improper Lane Change Failure to Yield in Right-of-Way Failure to Obey Traffic Signal Failure to obey Traffic Sign Within the last five (5) years: No Major Violations which include, but are not limited to, the following: DUI, DWI, OUI, OWI, BUI (Boating), Administrative Per Se, or Refusing to Test Driving with an open container of alcohol Reckless Driving Hit andRun- property damage only (Incidents involving injury fall under Permanent Disqualification) Racing Driving with a suspended/revoked license/insurance Speeding over 20 mph Fleeing and/or eluding police Any other felony driving conviction(s) Driving records that result in Permanent disqualification from driving duties: More than 3 DUI, DWI, OUI, OWI, BUI, Administrative Per Se, or Refusing to Test forentiretyof driving history.
