POSITION SUMMARY: The Associate Chief Nursing Officer (ACNO) for Quality, Education, and Professional Practice provides strategic leadership for BMC Health System for the design, implementation, evaluation, and continuous improvement of programs that advance nursing professional practice, workforce engagement, quality outcomes, and professional development in alignment with Magnet Recognition Program standards. The ACNO leads system-wide initiatives that promote excellence and alignment of nursing practice through education, research, evidence-based practice, and professional governance. This role is responsible for overseeing the development, execution, and evaluation of nursing professional practice and educational programs across the health system. The ACNO serves as the system’s expert resource for the interpretation and application of nursing regulations, professional standards, and organizational policies, ensuring compliance with Board of Registration in Nursing requirements, the American Nurses Association (ANA) Scope and Standards of Practice, the ANA Code of Ethics for Nurses, accreditation standards, and other applicable regulatory requirements. In addition, the ACNO provides executive leadership for nursing quality at Boston Medical Center, overseeing quality improvement initiatives, nursing-sensitive performance outcomes, and patient care excellence. The ACNO leads the Magnet Designation and Redesignation at Boston Medical Center. Through leadership of professional governance structures, research activities, and regulatory compliance efforts, the ACNO advances a culture of nursing excellence, innovation, accountability, and high-quality patient-centered care. Position: Senior Director/Associate Chief Nursing Officer Department: Nursing Administration Schedule: Full Time ESSENTIAL RESPONSIBILITIES / DUTIES: Patient Care Organization: Develops, Maintains and Evaluates Operational Structures and Processes to Support Nursing Practice and Promote Desired Patient Centered Outcomes Collaborates in the development of the nursing strategic plan, and implementation and monitoring of the philosophy, annual goals, objectives and programs of the Nursing department. Develops and implements a nursing structure with the Sr. Vice President of Nursing/CNO which is designed to support effective efficient patient care. Promotes and supports collaborative practice and policy and program development within divisions at Boston Medical Center. Assumes responsibility as on-call Nursing Administrator, as scheduled. Quality of Care: Promotes Quality Initiatives and Compliance with Standards and Regulations Set Forth Collaborates with the Sr. Vice President of Nursing in the development of standards for professional practice, patient care, and innovative programs designed to facilitate high quality patient care outcomes and a culture of safety. Fosters the development of a work environment conducive to the delivery of superior nursing care and appropriate staff retention and recruitment. Develops and implements strategies for ensuring compliance with patient care standards, laws, regulations, collective bargaining agreements, and the standards and requirements of the various professional organizations and regulatory agencies. Serves as nursing leader for nursing policy review and development. Provides leadership for and participates in the development of continuous multidisciplinary quality improvement for assigned areas, in collaboration with members of the interdisciplinary team. Coordination and Collaborative Practice Participates in developing and implementing mechanisms for collaboration between staff members, physicians, and other clinical and administrative staff, in collaboration with the Sr. Vice President of Nursing to plan, implement and achieve process and outcome improvements.. Collaborates with other agencies and groups within the community to enhance patient care services. Provides leadership to hospital-wide and nursing organization committees through committee participation or direct leadership responsibility. Encourages staff participation in hospital wide task forces and committees. Assumes a leadership role in a changing healthcare environment and participates in the change process at various levels in the organization. Provides direction, motivation, leadership, problem-solving, and mentoring to managers and other administrative nursing staff. Provides leadership and support to managers in developing and maintaining relationships with the medical staff, nursing staff, administration, and other hospital support services. Provides direction and collaborates with others to enhance a healthy work environment. Budget: Fosters a Stewardship of Resources to Achieve Fiscal Outcomes Allocates and monitors resources within the division. Analyzes available management data to identify opportunities to improve performance i.e. utilization of resources (supplies, overtime); best practice analysis through benchmarking data. Reviews and evaluates plans for appropriate utilization of staff at all levels of practice in accordance with the provision of the state nurse practice act, the professional standards of practice, and benchmarking data. Personnel Management: Fosters Personal and Professional Development of Staff and Others Provides leadership to assigned divisional nurse managers in the selection, evaluation, promotion, resolution of employee relations/disciplinary concerns, and the termination of employees. Provides and/or coordinates the development of all assigned leadership staff and in collaboration with nurse managers, assures that the developmental needs of patient care staff are met. Respects, appreciates and supports the diversity of ideas, thoughts and competencies among staff, peers, colleagues and customers. Supports employment and drives leadership practices that ensure a culturally diverse workforce. Education: Professional Growth and Development Evaluates the educational needs of personnel within division and assures development and implementation of programs that meet these identified needs and offers opportunities to divisional staff. Inspires others to pursue professional certification Identifies areas for own professional growth and assures responsibility for participating in experiences necessary to meet development needs. Participates in appropriate organizations and represents Boston Medical Center at appropriate external meetings or organizations. Planning Contributes to improving management information for the Nursing Department using available hospital resources and capabilities. This information is utilized in forecasting, determining development, facilities, equipment, and relationships with other clinical areas and hospital support services. Responsible for the interpreting data to develop nursing strategic planning, including but not limited to workforce, facilities/clinical services, operations improvements. Demonstrates high level of political and organizational awareness and the ability to reach a common understanding with other departments and services without compromising the needs of patient and families. Actively uses best practices, research and technology to build organizational capacity and growth. Research and Evidenced Based Practice Ensures Nursing Research to ensure that all department policies, procedures, and protocols are research and evidence based as appropriate. Provides leadership for and participates in the development of research for assigned division and the organization. Incorporates evidenced based knowledge into leadership practice. Other Duties Utilizes the hospital's Values, Mission and Beliefs as the basis for decision making and to facilitate the division's hospital mission. Follows established hospital infection control and safety procedures. Encourages self and others to participate in professional organizations, expand knowledge base and broaden professional networks. Performs other duties as needed. JOB REQUIREMENTS EDUCATION: Master’s degree in Nursing or higher required. CERTIFICATES, LICENSES, REGISTRATIONS REQUIRED: Current registration in nursing in the Commonwealth of Massachusetts. Licensure in good standing. Professional certification required. EXPERIENCE: Minimum of 5 years’ experience in progressive nursing leadership required. Leadership in Magnet Designation/ Magnet Program Director experience including application and appraisal process strongly preferred. Expert knowledge/proficiency in regulatory standards such as BORN, DPH, JCAHO etc. preferred Experience in the development of professional governance structures and implementations prefrerred. Nursing Professional Development/Education and Quality Improvement experience preferred. KNOWLEDGE AND SKILLS: Work requires a broad theoretical knowledge and work experiences that include: models of professional practice, contemporary trends and standards of nursing care, management of personnel and fiscal resources in a patient care setting, management of complex employee relationships, program development, implementation and evaluation, long range program planning that involves complex decision-making tasks, quality improvement/risk management, and, demonstrated leadership, success, and adaptability. Expert interpersonal and written and oral communication skills. Must have demonstrated ability in management of diverse activities associated with or pertaining to assigned areas. Must be able to effectively manage multiple demands related to patient care, changing organizational climate and personnel issues. Project Management skills required with experience in projects of multiple complexity and concurrent task coordination requiring attention to detail; ability to plan, implement, manage and evaluate outcomes. Compensation Range: $191,000.00- $277,000.00 This range offers an estimate based on the minimum job qualifications. However, our approach to determining base pay is comprehensive, and a broad range of factors is considered when making an offer. This includes education, experience, skills, and certifications/licensures as they directly relate to position requirements; as well as business/organizational needs, internal equity, and market-competitiveness.
