The American Association of State Highway and Transportation Officials is currently hiring a Program Liaison for Transportation, a full-time position located in our Washington, DC office.
Nature of Position:
Reporting to the Program Director for Project Delivery, the Program Liaison supports the administration and implementation of programs, projects, and special assignments of the councils, committees, and technical service programs (TSPs) within AASHTO’s project delivery team. Representing a critical sector of AASHTO’s engineering division, the project delivery team facilitates collaboration amongst subject matter experts from the departments of transportation in developing standards and guidelines that are used to deliver transportation investments across the country.
The Program Liaison is responsible for supporting the project delivery program managers, Program Director, and Director of Engineering in the effective operation of services to the committees, technical services programs, and councils within the team’s charge. Primary areas of responsibility include:
- Meeting Planning: Supporting logistical and technical planning of virtual and in-person meetings with direction from respective program managers, including committee and TSP annual meetings, and periodic meetings of their technical committees. Responsibilities include drafting and maintaining up-to-date meeting agendas; regularly communicating with members; facilitating virtual meetings or providing in-person support as needed ( travel estimated at 20-25 days annually ); and supporting meeting follow up efforts, including gathering all required documents for member travel reimbursement and collaborating with the Engineering division for processing and approval.
- Standards and Specifications: Responding to ongoing communications as the first point of contact supporting updates to AASHTO engineering standards and specifications; and coordinating and supporting publication efforts as they progress.
- Contracts: Providing support to team members as contracts advance from the development to response review processes. Upon contract implementation, managing contractor invoices by ensuring accuracy between work performed and contract specifications, and submitting invoices.
- Research: Supporting the research process and working closely with team members and AASHTO members throughout the research lifecycle.
- Committee Support/Internal Processes: Support the day-to-day operations of committees, utilizing various systems for membership management, balloting, file management, budgeting and general communication. Updating and maintaining team processes and systems necessary to maintain the day-to-day function of the division.
The Program Liaison is expected to keep current on relevant engineering activities and specifications through participation, where appropriate, in other AASHTO activities as well as external associations. As needed, the Program Liaison supports in the coordination of committee comments to federal legislation and regulatory actions before the U.S. DOT and other federal agencies.
Position Requirements:
The successful candidate will have at least 5 years of progressively responsible, professional experience. A Bachelor of Science degree is required, preferably in engineering or a technical field. Post graduate education may substitute for professional experience. Evidence of further professional development or certification is desirable but is not required.
It is highly desired that the incumbent has previous experience in a state, local, or federal transportation agency, and demonstrate knowledge in areas such as policy, planning, highway/roadway design, traffic engineering, engineering operations and maintenance, or structures and project management.
Demonstrated administrative, organizational, and project management skills are essential for this position. A basic understanding of the technical aspects of transportation engineering and comprehension of the administrative, legislative, and regulatory processes at state and federal levels is desired. A sound knowledge of engineering design, structures, traffic engineering, construction, and/or maintenance for transportation facilities is desired.
This incumbent is oftentimes required to work with contractors, staff, and committee members and must have strong oral and written communication skills. The incumbent must have a high aptitude for technology, including strong knowledge of Microsoft Office applications and an aptitude for learning new applications.

Perks and Benefits:
This position primarily reports out of our Washington, DC office located in Metro Center. AASHTO offers employees hybrid work schedules, with remote work up to 2-3 days/week.
The salary range for this position is $65,000 – $85,000.
