Base Pay $22.25 - $27.25 / Hour Job Category Part-time, Off-campus , Public Utilities Commission Employee Type Student Assistant Required Degree 4 Year Degree Travel 10% Manage Others No Overview The California Public Utilities Commission (CPUC) is seeking to hire a graduate student assistant to support the current project of CPUC. California faces important policy choices in order to meet its ambitious decarbonization goals outlined in Senate Bill 100 (2018) and Executive Order B 55‑18. The student assistant will assist and evaluate various policy tools related to decarbonizing California’s economy and accelerating electrification in the power, building and transportation sectors. Commissioner Houck is the lead Commissioner on several of the California Public Utilities Commission’s decarbonization proceedings, notably Building Decarbonization, High Distributed Energy Resources, Climate Adaptation, and Disconnections. This position is for Graduate Students only. Conditions of Employment This is a part‑time, temporary, non‑benefited, student position. Employment in all positions with University Enterprises, Inc. is dependent upon the mutual consent of University Enterprises, Inc. and the employee. Prerequisites Must be a graduate student attending classes during the regular term (fall, spring, and winter, if applicable) at an accredited college or university. Students must be enrolled in at least: four‑semester units or six quarter units. Students’ field of study must match the major(s) listed in the job posting. Majors / Fields of Study Business Administration Energy Systems Energy Policy Work Schedule Flexible workdays and work hours, Monday – Friday, between 8 AM – 5 PM. The final work schedule will be determined by the supervisor. Student Assistant and Graduate Assistant employees generally work up to 24 hours per workweek (Sunday – Saturday) during the academic year and up to 40 hours per workweek during breaks; (winter, spring, and summer). Compensation $22.25 - $27.25 per hour. Minimum Qualifications Strong background in energy policy and energy systems is a must. Ability to reason logically and creatively and utilize a variety of analytical techniques to resolve complex governmental problems. Ability to develop and evaluate alternatives. Ability to analyze data and present ideas and information effectively, both orally and in writing. Ability to gain and maintain the confidence and cooperation of those contacted during the course of work. Ability to coordinate the work of others. Preferred Qualifications Intermediate Microsoft Office experience including, but not limited to, Excel, SharePoint, and PowerPoint is preferred. Demonstrated ability to act independently; open‑minded, flexible, and tactful. Duties and Responsibilities Under close supervision, the graduate student assistant will perform advanced policy analysis and advising work related to the regulation of energy and/or transportation utilities and related topics under the Commission’s jurisdiction. This work includes: Economic and financial analysis of utilities, including rate design, pricing issues, market and competition issues for those utilities engaged in competitive services, rate of return and company financial status. Analysis of environmental and social justice impacts. As appropriate, legal analysis of the procedural aspects of Commission proceedings and consideration of the implications of applicable pending and existing state and federal laws on Commission actions. The graduate student assistant’s work primarily focuses on evaluating formal decisions before the Commission and serving as assistant to assigned Advisors on a portfolio of assigned proceedings. The graduate student assistant may help critique and redraft pending orders with clarity and precision, draft letters in response to inquiries and public comments, develop and write concise and effective speeches, and attend meetings and conferences on behalf of the Commissioner. Working Conditions Work is performed in a hybrid environment with a requirement to attend in‑person functions as needed. Students/Employees will be required to work according to the current UEI remote workplace policy and sign a UEI Work from Home Agreement.
