Senior Manager, Construction Workforce Development & Training

Description The Senior Workforce Development Manager will play a pivotal role in developing and implementing training, upskilling, and workforce development programs that strengthen the construction workforce. We are looking for a construction professional who brings a unique combination of hands-on field leadership experience and workforce development expertise. This individual has worked as a foreman, superintendent, or in a similar field leadership role and has firsthand experience building or implementing training programs within the construction industry. In this role, you will use that experience to identify workforce needs, address skills gaps, strengthen career pathways, and develop industry-aligned programs that support contractors and craft professionals. We are looking for someone who is strategic, collaborative, organized, and passionate about developing people and helping shape the future of the construction workforce. Essential Duties And Responsibilities Develop and implement construction workforce development, training, upskilling, and career progression programs. Work with contractors, training providers, and industry partners to identify workforce needs and develop effective training solutions. Apply construction field experience to ensure programs reflect the realities and needs of the industry. Collaborate with NCCER’s accredited network to understand market training and workforce development needs. Support organizational growth, sales, and marketing strategies related to workforce development. Partner with Pearson’s sales and marketing teams to support growth strategies and customer needs. Build relationships with contractors, industry associations, governmental agencies, educational institutions, and other NCCER stakeholders. Promote industry credentials, structured training, and lifelong learning for construction craft professionals. Use workforce and industry data to identify trends, challenges, and opportunities. Monitor industry and competitor activities and provide relevant reports and recommendations. Support NCCER committees, accreditation activities, and workforce development cases as needed. Perform other duties as assigned. Requirements Minimum of 10 years of experience in construction, construction training, workforce development, or a related field. Hands-on construction field leadership experience as a foreman, superintendent, or similar role. Proven experience building or implementing construction training programs that support workforce development and career growth. Strong understanding of construction workforce needs, craft training, skills development, and career progression. Experience with upskilling, apprenticeship, assessment, or career pathway programs. Experience working with contractors and building partnerships across industry, education, and workforce organizations. Strong communication, presentation, relationship-building, and organizational skills. Ability to work independently, manage multiple priorities, and collaborate effectively with employees, leadership, and external partners. Technology Skills Proficiency with Microsoft Office Suite and Salesforce. Experience with learning management, assessment, testing, or similar workforce development platforms is preferred.
