Human Resource Specialist

ASRC Federal Facilities Logistics is seeking Human Resource Specialist to manage the end-to-end talent acquisition lifecycle for our customer. Work Location: Washington DCKey ResponsibilitiesIn this role, you will provide comprehensive HR services with a focus on federal staffing regulations and expedited hiring authorities. Your primary duties include: Develop and post job announcements via Delegated Examining Unit (DEU) and Merit Promotion (MP) channels. You will manage these actions through USA Staffing and USA Jobs.Conduct job analysis reviews, perform applicant assessments, and adjudicate eligibility and qualifications.Apply Veterans’ Preference and ensure all actions comply with OPM regulations and merit-system principles.Advise management on hiring flexibilities and special authorities, such as Direct Hire, VRA, Schedule A, and Schedule B, to accelerate recruitment timelines.Generate hiring certificates, process personnel actions, and track timelines for various recruitment phases to ensure no "bottlenecks" in the pipeline. Utilize deep knowledge of DEU Certification to streamline the selection of qualified candidates for specialized law enforcement roles.Qualifications & RequirementsMinimum of a High School Diploma (HSD) or equivalent with 5 years of experience or a bachelor's degree in a related field with 1 year experience.Demonstrated experience with USA Staffing, USA Jobs, and OPM assessment tools.Strong understanding of Delegated Examining (DE) procedures and Schedule B Hiring Authority. Proven track record in conducting job analyses and eligibility adjudications.
