Supervisor I - HIMD Director

Job Description and Duties

The permanent, full time  Supervisor I - Health Management Information Department (HIMD) Director will be directed by the Supervisor II - Ancillary Patient Support Manager at the Department of State Hospitals – Atascadero (ASH). The incumbent will be responsible for the following duties, but not limited to:

PERSONNEL MANAGEMENT AND SUPERVISION

• Plans, develops, directs, supervises and coordinates the daily operation of the Health Information Management Department.
• Manages health record systems and applications to meet the facility goals, standards of accreditation, third-party payers, and regulatory agency requirements.
• Develops, reviews, updates, and implements policies and procedures for information handling and dissemination in accordance with professional ethics and in conformity with applicable Federal, State, and local statutes and regulations.
• Develops, implements, and monitors health record policies.
• Communicates and instructs staff on Federal and State laws, Special Orders, and hospital policies, and monitors compliance.

ADMINISTRATIVE RESPONSIBILITY

• Develops, implements, and evaluates work procedures in all work areas within the Health Information Management Department.
• Coordinate and assist staff in the maintenance, billing/coding, and processing of patient medical records.
• Assures that department functions conform to applicable statues, regulations, and policies of the Hospital, DSH, and relevant governmental agencies as well as State Licensing and The Joint Commission standards.
• Plans, coordinates, and supervises the daily operation of release of information within the Health Information Department.
  
• Collaborate with the Privacy Officer to ensure hospital compliance in all areas of the facilities privacy program.

Working Conditions

This position may be eligible for a hybrid work schedule. The hybrid work schedule would allow for 1 day of telework per week. The amount of telework is at the discretion of the department and is subject to change as business needs arise.

  • Describe your experience managing medical coding operations. Include your experience with coding, accuracy, audits, productivity, documentation requirements, denial prevention, and collaboration with clinical or billing staff.

  • Describe your experience managing Release of Information (ROI) operations. Discuss your experience processing requests from patients, attorneys, courts, government agencies, other healthcare providers, and third parties, including requests requiring review and redaction.

Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

• Demonstrated knowledge of medical record management, documentation standards, record retention, deficiencies, and chart completion.
  
• Experience managing Release of Information (ROI) processes, including complex requests from patients, attorneys, courts, government agencies, law enforcement, healthcare providers, and other third parties.
  
• Experience developing, reviewing, implementing, and maintaining departmental policies and procedures.
  
• Experience with workforce planning, staffing, workload distribution, and resource justification.
  
• Ability to establish internal controls and safeguards to protect the confidentiality, integrity, and availability of health information.
  
• Strong conflict-resolution skills.
  
• Professional certification such as Registered Health Information Administrator (RHIA), Registered Health Information Technician (RHIT), or another relevant coding credential.
