Summary

The Management & Program Analyst serves as a Senior Management Analyst on Compensation Service's Policy Team, analyzing nationwide operations and developing, evaluating, and coordinating complex policy and management improvements. The incumbent may lead projects, review technical products, and guide multidisciplinary workgroups but holds no supervisory or formal team-leader authority.

Specific duties include:

• Supports the overall responsibility with the first line Supervisor, and Lead Program Analyst, for the efficient operation of the Policy Staff. This includes planning, influencing, reviewing, and developing internal policies and procedures and oversight of the technical work performed by employees developed guidance.
• Acts in the absence of the Chief and Lead.
• Develops strategies and recommendations implementations to assist senior officials in establishing and evaluating policy development, performance, and outcomes.
• Identifies and develops ways to resolve problems or issues which directly affect the accomplishment of principal program goals and objectives. Management decisions based on the incumbent's recommendations updates are highly visible because of the wide range of impact on Compensation Service operations.
• Identifies areas of disability claims research and analysis, original studies, and recommendations updates for changing policy and related guidance. Anticipates organizational needs based upon broad Agency policy. Works independently in organizing, planning, delegating, and carrying out analyses.
• Performs analyses of program data to report trends, anomalies, and other pertinent program information. Makes recommendations and determinations based on data reviews to improve program performance and service delivery to Veterans and other program stakeholders.
• Assists in the development and timely review of associated policies used Administration wide for the promulgation and adjudication of disability claims.
• Assists in the implementation, maintenance, and regular/recurring review of policies and procedures. Ensures guidance provided is clear, concise, and factual.
• Leads and supports data driven team projects, presents findings and recommendations involving the analysis of complex problems and enduring issues related to policy.
• Participates in meetings, task forces, working groups, and in a wide range of matters concerning internal procedures other than those requiring major management actions.
• Maintains and builds professional relationships with Veterans Health Administration (VHA) clinicians and health systems staff administrators for the purpose of information sharing.
• As an expert on short- and long-range planning, recommends and participates in developing strategies for implementing planning for policy initiatives. Participates in the development and documentation of short- and long-range planning efforts. Reviews short- and long-range plans, resource projections, priorities, justifications, etc.
• Makes recommendations on planning efforts that can be undertaken within existing resource levels and advises on the impact of efforts that require additional resources. Prepares and contributes to reports and other presentations on program planning and evaluation.
• Designs and conducts a wide variety of comprehensive studies and detailed analyses of complex functions and processes related to short- and long-range planning. Identifies and proposes solutions to management problems which are of major importance to planning program direction.
• Performs other related duties as assigned.

Work Schedule : Full time, Monday through Friday 8:00 am - 4:30 pm.

TIME-IN-GRADE REQUIREMENT : As a current Federal, GS employee you must meet time-in-grade requirements by the closing date of this announcement.

• For a GS-14 position you must have served 52 weeks at the GS-13 level.
• If you are a current VBA employee requesting reassignment or change to lower grade via this vacancy announcement, you must currently hold the GS-14 or higher and the promotion potential of your current position must be at least GS-14.

The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

MINIMUM QUALIFICATION REQUIREMENT: You may qualify based on your experience as described below:

GS-14 Grade Level: Applicants must have one year of specialized experience equivalent to at least the next lower grade (GS-13) in the normal line of progression for the occupation in the organization.

• Specialized Experience: is experience that has equipped the applicant with the knowledge, skills, and abilities necessary to successfully perform the duties of the GS-0343-14 Senior Management and Program Analyst and is typically acquired through work directly related to veterans' benefits administration. Applicants must demonstrate comprehensive knowledge of complex laws, regulations, policies, procedures, and Federal legislation governing the full range of VA benefits programs, as well as the ability to interpret and apply these authorities to resolve complex issues, provide authoritative technical guidance, and ensure consistent implementation of program requirements. Applicants must also possess extensive knowledge of Federal, state, and local benefits programs and demonstrate the ability to communicate complex benefits information effectively, both orally and in writing, to diverse audiences.
  Qualifying experience must also include ability to perform analysis of program data producing reports that identify and resolve complex operational issues while promoting the timely, accurate, and consistent administration of veterans' benefits programs.

Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Full vs. Part-Time Employment: Full-time employment is considered to be at least 35 hours per week. Part-time experience will be credited on a pro-rated basis; when including part-time employment in your resume you must specify the average hours worked per week.

Physical Requirements: Work is primarily sedentary but involves use of a personal computer so a degree of manual dexterity and visual acuity sufficient to use these tools is required. Occasional standing, bending, walking, and stooping are also necessary. Some slight physical effort is required in that incumbent lifts and carries reference books, files, and similar items. No special physical demands are required.
