The City of Gardner Veteran’s Department Full-time Financial Administrator. This position will perform various financial and accounting duties as well as standard office procedures. This position is responsible for and receives general supervision and guidance from the Veteran’s Director. Duties and Responsibilities: General Duties Performs a variety of customer service and administrative responsibilities, including answering the telephone and assisting the general public or other City/Commonwealth employees who may enter the Veterans Department for assistance. Performs data entry and maintains records pertaining to Veteran benefits. Office clerical support, including compassionate and professional customer service, answering phone calls, compiling end-of-the-month reports. Performs general office duties and responsibilities such as filing, processing the Department mail, photocopying and any other duties and responsibilities as assigned by the Veterans Director. Specific Duties Screen all veterans and dependents who have contact with Veterans’ Services for Ch. 115 financial assistance eligibility. Assess required documentation based on client’s circumstances and review client’s financial expenditure: income and asset verification. Analyze discrepancies, irregularities, and potential red flags in Ch. 115 cases to determine the need for further investigation. Assemble, track, and update virtual and hardcopy client files. Process changes in client eligibility qualifications and re-calculate changes in benefits as needed / on a rolling basis. Assess and process bills/receipts for reimbursement in compliance with CMR, including reimbursements for medications, doctor visits, hospital stays, dental expenses, and all other medical expenses. Update, prepare, and submit warrants on various city/town schedules to ensure timely payments to clients. Prepare and submit accounts payable to vendors on various city/town schedules. MUNIS financial data entry and warrant processing. Request financial benefits and medical expense reimbursements through the state, to ensure 75% reimbursement to each community. Assist VSO with end of month financial reports and reconciliations. Communicate with Auditing and Treasury departments regarding client and vendor financials. Assist clients with benefits/info request forms (Annuity, healthcare, housing, military records) VA claims support, including screening veterans for potential claims, proofreading narratives, uploading and submitting claims to the state service officer. Discounts ID Card Program coordination, including outreach to local businesses for collaboration and partnership and onboarding veterans. Statistical data collection Community outreach, including representing the district at functions and ceremonies. Maintain client confidentiality regarding sensitive and/or personally identifying information (health, financial, and all other) Attend relevant and/or mandatory trainings to expand skillset or knowledge as deemed appropriate by the District Director Responsible for handling all other duties and responsibilities that may be assigned by the Veteran’s Department Director or Assistant Director. Qualifications Must possess excellent interpersonal skills, must have at least two years of proven clerical experience in an office environment, flexibility to deal with a very busy office, ability to work effectively with other City Departments; the ability to communicate effectively with the general public as well as other City and Commonwealth officials; demonstrated knowledge of Windows operating systems; competency with Microsoft applications such as Word, excel and database operations.
