Payroll Supervisor

Payroll Supervisor One opening for an 8‑hour, 12‑month position in Fiscal Services. Work hours 8:00 a.m.–4:30 p.m. Monday through Friday. Responsibilities Supervise, coordinate and manage payroll and fiscal tasks as directed by the Director of Fiscal Services. Perform and supervise specialized functions in assembling, tabulating, calculating, verifying and reconciling payroll and fiscal information. Manage audit and control functions related to payroll. Supervise payroll personnel and ensure accurate posting, balancing, and verification of payroll and benefits. Review performance of staff and develop improvement plans as needed. Prepare and review payroll and fiscal record transactions, ensuring compliance with legal and district guidelines. Analyze laws, regulations, collective bargaining agreements and policies affecting payroll processing. Recommend and implement changes to payroll procedures, forms and records. Provide training and technical assistance regarding new laws, procedures and policy changes. Operate and secure assigned computer systems and business equipment. Coordinate payroll functions with HRS and HCM systems and County Office of Education. Attend district and county meetings to stay current on reporting requirements. Verify accuracy of payroll information entered by Human Resources. Collaborate with Human Resources and Business Services on payroll and position control matters. Supervise and prepare payroll and fiscal data, analyze and reconcile system reports. Interpret legal mandates and provide information to district personnel. Plan, develop and maintain payroll-related programs, policies and procedures. Post annual allocations for leave and vacation into the employee leave system. Coordinate development of attendance system and train staff. Prepare and submit required state and federal reports, including ACA, W‑2s and payroll taxes. Assist in resolving complex payroll issues and counsel staff. Plan and implement orientation and training programs on payroll procedures. Participate in year‑end financial closing and tax reporting. Communicate with district personnel and outside agencies about payroll matters. Assist in revising payroll record‑management systems. Respond to employee info requests and provide technical assistance. Work during holidays or weekends as needed to meet deadlines. Attend approved trainings as necessary. Perform other duties related to the class as assigned. Qualifications Required Skills and Knowledge Perform specialized payroll and accounting functions in a timely manner. Review, analyze and audit fiscal files and reports. Conduct payroll audits and analyses proficiently. Execute complex mathematical calculations accurately. Familiarity with educational payroll accounting, GAAP, SACS, audit procedures. Experience with electronic payroll processing technologies and database/spreadsheet applications. Knowledge of state and federal tax deduction concepts. Interpret and apply salary schedules, work calendars and related documents. Understand automated payroll record‑management systems. Prepare and format financial and payroll reports. Apply equity and inclusion practices for staff and community. Know payroll, benefits, retirement, leave and position control policies and agreements. Familiar with district policies and collective bargaining agreements. Implement effective team management strategies. Education and Experience Associate’s degree or higher in bookkeeping, accounting, finance, business administration or related field. Five (5) years of responsible payroll/accounting/budget control, record‑management and reporting experience, including at least two (2) years with primary payroll responsibility in a public agency. Conditions of Employment Complete pre‑employment physical examination and pass random drug testing.
