SUMMARY

The Operations Supervisor provides leadership, supervision, and operational oversight to Shift Supervisors and direct-care staff within the Residential Treatment Center. The position is responsible for maintaining a safe, structured, and therapeutic milieu and ensuring that residential services are delivered in accordance with the youth's treatment plans, San Diego Center for Children policies and procedures, licensing requirements, Joint Commission standards, contracts, and applicable state and federal laws.

The Operations Supervisor serves as a key member of the treatment team and works collaboratively with clinical, nursing, education, recreation, operations, and administrative staff. The position provides coaching and support to staff, assists with crisis response, supports staff development and performance management, and identifies opportunities for program improvement.

ESSENTIAL DUTIES AND RESPONSIBILITIES

Leadership & Supervison:

• Provide leadership and supervision to Operations Supervisor and direct-care staff.
• Create a positive, professional, and therapeutic environment that supports staff in performing their responsibilities.
• Plan, assign, and direct work in accordance with program needs.
• Monitor staff performance and provide ongoing coaching, feedback, and support.
• Participate in performance evaluations and provide recommendations regarding employee development, recognition, corrective action, and disciplinary matters.
• Address staff concerns, resolve conflicts, and communicate significant issues to Residential Leadership.
• Support recruitment, interviewing, onboarding, career development, and retention efforts.
• Assist with staff scheduling and maintaining appropriate staffing coverage.

Residential Milieu & Youth Care:

• Maintain oversight of the residential milieu to ensure the safety, structure, and therapeutic functioning of the program.
• Provide direct care support when needed to maintain safe staffing and program operations.
• Ensure residential staff implement program schedules, therapeutic interventions, behavioral plans, and treatment-team recommendations.
• Support staff in the implementation of individualized treatment and behavioral plans.
• Communicate with caregivers and members of the treatment team regarding therapeutic interventions and behavior-management strategies.
• Participate in treatment-team and SIT meetings and represent residential staff when appropriate.
• Assist with the development and implementation of crisis-prevention plans.
• Respond appropriately to behavioral and clinical emergencies and ensure appropriate follow-up.

Staffing & Program Operations:

• Ensure staffing is consistent with Center policies, licensing requirements, Joint Commission standards, contracts, and applicable laws.
• Assist in maintaining 24-hour staffing coverage and communicate staffing concerns to the Assistant Director of Operations.
• Coordinate with Nursing, Intake, Clinical Services, Medical Records, Facilities, Recreation, and other departments as needed.
• Communicate with Intake regarding new admissions and assist with the transition of new youth into the program.
• Ensure residential cottages and common areas are maintained in a safe, clean, and therapeutic condition.
• Coordinate facility concerns and repair priorities with Facilities and Operations.
• Assist with the development and implementation of daily, school-break, weekend, and holiday program schedules.

Documentation & Copliance:

• Ensure staff maintain accurate and timely documentation, including progress notes, communication logs, incident reports, and other required records.
• Monitor compliance with Center policies and procedures, Title 22 Community Care Licensing requirements, Joint Commission standards, County of San Diego requirements, contracts, and applicable laws.
• Ensure required staff training and certifications are completed and maintained.
• Immediately report unsafe conditions, accidents, or other significant concerns to the appropriate supervisor.
• Participate in quality-improvement activities and assist in identifying opportunities to strengthen residential programming.

Training & Staff Development:

• Assist the Training Department with orientation and onboarding of new residential staff.
• Provide on-the-job coaching and mentoring to Shift Supervisors and direct-care staff.
• Assist with facilitating required trainings and competency development.
• Monitor completion of required staff training and certifications.
• Collaborate with Operations and Training to ensure staff understand their job responsibilities, program expectations, safety procedures, and therapeutic practices.

Quality Improvement:

• Identify opportunities to improve the quality and effectiveness of Residential Treatment Center and Academy Programs.
• Participate in program evaluation and quality-improvement initiatives.
• Make recommendations to Residential Leadership regarding staffing, programming, training, safety, and operational improvements.
• Support implementation of new programs, events, procedures, and initiatives within the residential milieu.

Supervisory Responsibilities:

The Operation Supervisor directly supervises Shift Supervisors and may provide functional oversight and direction to direct-care staff. Supervisory responsibilities include:

• Planning and directing work.
• Providing coaching and corrective feedback.
• Training and developing employees.
• Participating in hiring and onboarding.
• Monitoring performance.
• Completing performance evaluations.
• Addressing employee concerns and complaints.
• Supporting corrective and disciplinary processes.
• Promoting a safe, respectful, and therapeutic work environment.

On The Job Mandatory Ongoing Trainings:

• Complete and stay up-to-date with all mandatory trainings as specified by the San Diego Center for Children, including but not limited to: Residential Counselor Training, Intervention Toolbox, Safe Positive Approaches (SPA), CPR and First Aid, Trauma-Informed Care, HIPAA, False Claims, Safety, Annual required training
• Other training required by the Center, program, licensing agencies, or regulatory bodies.

LANGUAGE SKILLS

Ability to read, analyze, and interpret treatment plans, individualized behavioral plans, school records, medical records, reports, legal documents, and agency policies. Ability to communicate effectively with youth, caregivers, staff, leadership, regulatory agencies, and community partners. Ability to present information clearly to individuals and groups.

REASONING ABILITY

Ability to identify problems, gather relevant information, establish facts, and make sound decisions. Must be able to respond appropriately to changing circumstances, competing priorities, behavioral emergencies, and other situations requiring immediate judgment.

PHYSICAL DEMANDS

The physical demands described below are representative of those required to perform the essential functions of the position. Due to the population served, employees may be exposed to physical aggression, including kicking, hitting, punching, biting, or hair pulling.

WORK ENVIRONMENT
