Payroll Clerk

SUMMARY Performs a variety of payroll duties for the County of Bland under the direction of the Finance Director, including but not limited to preparation of payrolls, coordinating with the County Administrator regarding insurance policies and claims and any other duties assigned by the County Administrator. JOB CONTENT Prepares payroll, pension reports (VRS, Hybrid ICMA-RC life insurance, Virginia Credit Union, deferred compensation) and insurance payments on a monthly basis. Prepares and submits quarterly tax liability reports to VEC. Prepares and submits ACH payments per payroll of state tax, FICA, Medicare, and federal tax and prepares quarterly 941 returns to the IRS. Prepares sate tax quarterly and annual returns. Completes W2, W3, and W4 for employees and enrolls employees in regular fringe and optional benefits. Checks and maintains DMV records for employees and fire department members prior to driving county owned vehicles. Acts as the liaison for employees regarding questions and concerns with VRS, Deferred Compensation, health/life benefits and FMLA. Files all workman’s compensation, vehicle, property and personal liability insurance claims. Updates insurance property schedules as needed. Corresponds with insurance companies of optional benefits. Pays monthly premiums for health insurance, optional insurances online or by AP check. Cross trains to prepare snapshot for VRS and submit monthly payment and request compensation board (COIN) reimbursements as needed in the absence of the Finance Director. Assists County Administrator with developing property insurance premiums in the preparation of the annual budget. EDUCATION/ KNOWLEDGE/ ACCEPTABLE EXPERIENCE Associate or bachelor’s degree in accounting, Business, or related field, and a minimum of three years of personnel experience or an equivalent combination of education and experience. Thorough knowledge of accounting practices and procedures. Ability to maintain excellent working relationships with county employees/officials, vendors and the general public. Skill in coordination, planning, and accomplishing multiple human resource duties. This is a full-time position with benefits: Virginia Retirement Systems and health insurance.
