Responsibilities About the Team: Join the TikTok USDS (U.S. Data Security) Human Resources team as a data-led Benefits Strategy Specialist responsible for shaping the total rewards and wellness landscape for our core security infrastructure. In this role, you will be the primary architect evaluating, designing, and optimizing a competitive benefits suite tailored to attract and retain elite cybersecurity, engineering, and operational talent. You will operate within an evolving, highly secure corporate architecture that requires a sophisticated balance of market-leading innovation and strict regulatory compliance. You will consult with cross-functional leaders to translate business objectives into accessible, multi-layered benefits programs. This scope requires a unique blend of analytical acumen and corporate empathy, as you will lead the full lifecycle of benefit policy design—leveraging deep market analytics, industry benchmarks, and employee utilization data to author compelling business proposals, deploy wellness frameworks, and seamlessly adapt global corporate benefit goals to fit a localized, high-security context. Program Strategy & Design: Evaluate, review, and refine corporate U.S. benefits portfolios and plan structures to ensure alignment with the company’s compensation philosophy, external market competitiveness, and evolving statutory guidelines. Lifecycle Implementation: Drive full lifecycle program design from initial conceptual modeling and financial forecasting down through cross-functional launch, enrollment deployment, and employee accessibility monitoring. Stakeholder Collaboration: Partner directly with HR Operations, Corporate Communications, HRBPs, Finance, and Legal teams to coordinate cross-functional project rollouts and manage high-level external brokerage and insurer deliverables. Legislative Compliance: Monitor federal, state, and local labor legislation updates; partner with legal counsel to adjust corporate plan documentation, mitigate institutional risk, and maintain compliance. Strategic Escalation Resolution: Act as the final internal escalation tier for complex policy disputes, structural claims exceptions, or sensitive employee accommodations, providing advisory guardrails to HRBPs and operations leaders. Global Initiative Localization: Serve as the regional subject matter expert to adapt and localize global corporate benefit initiatives, ensuring worldwide wellness philosophies are effectively deployed while matching U.S. labor realities and tax codes. Data-Driven Benchmarking: Conduct targeted research sprints utilizing carrier data lakes, actuarial reports, and direct employee utilization metrics to synthesize talent benchmarks into clear, executive-ready proposals. Qualifications Minimum Qualifications: Programmatic Benefits Depth: 5+ years of progressive HR experience, with at least 2 years explicitly focused on corporate U.S. benefits strategy, plan design, or specialized programmatic management. Analytical & Systems Thinking: Proven experience leveraging external talent benchmarks, employee sentiment feedback, and usage data to build quantitative, executive-level business proposals and financial models. Advanced Communication: Strong written and verbal capabilities, with a track record of translating complex insurance architecture into clear, concise narratives for cross-functional business leaders and broad employee groups. Discretion & Judgment: Demonstrated commitment to maintaining strict confidentiality and discretion when handling highly sensitive personnel and medical data. Preferred Qualifications: Technology Sector Experience: In-house experience designing benefits packages within a fast-paced technology, internet, or SaaS enterprise. Cyclical Project Leadership: Proven experience leading major vendor migrations, comprehensive plan overhauls, or complex health/welfare platform implementations. Regulated Entity Competency: Experience designing policy frameworks within highly restricted corporate environments, joint ventures, or entities subject to specialized national security, compliance, or clearance-based guardrails. Agility & Builder Mindset: A highly analytical, self-bootstrapped approach to problem-solving, with the ability to create structure and thrive under the ambiguity of evolving regulatory frameworks. Compensation may vary outside of this range depending on a number of factors, including a candidate’s qualifications, skills, competencies and experience, and location. Base pay is one part of the Total Package that is provided to compensate and recognize employees for their work, and this role may be eligible for additional discretionary bonuses/incentives, and restricted stock units. Benefits may vary depending on the nature of employment and the country work location.
