SOCIAL SERVICES PROGRAM SPECIALIST 2

Job Summary We are looking for Social Services Program Specialists II to work within two units of Nevada Health Authority: (1) Division of Medicaid Hearings Unit and (2) Home and Community Based Services (HCBS) Quality Assurance Unit. These specialists will analyze and apply federal, state and division regulations, oversee program implementation, conduct hearings, prepare legal documentation, maintain quality assurance, monitor compliance, and provide technical assistance and training. Essential Qualifications

• Bachelor’s degree from an accredited institution in a relevant field and at least one year of professional experience providing social services or medical assistance that required the application of regulations, laws, policies and procedures in making determinations; or
• One year of experience as a Social Services Program Specialist I in Nevada State service; or
• An equivalent combination of education and experience as described above.

Job Duties Analyze hearing requests for completeness and determine if adverse actions are supported by policy. Respond to inquiries from recipients, providers, legal representatives and coordinate witnesses. Draft court documents, legal arguments and supporting documentation for hearings overseen by an Administrative Law Judge. Assist in drafting program policies, procedures and contracts; ensure compliance with federal regulations and state laws. Conduct program quality assessments, design monitoring instruments and develop corrective action plans. Provide technical assistance and guidance to program staff and respond to information requests from various stakeholders. Research program data, analyze findings, prepare reports and develop recommendations. Prepare and monitor operating budgets, propose funding adjustments and allocate resources among program offices. Promote program goals, serve as a spokesperson, deliver speeches, and develop informational materials. Develop and conduct training programs; evaluate training models and update curricula. Collaborate with internal and external partners to implement system changes and maintain computerized systems. Knowledge, Skills, and Abilities Working knowledge of social services resources, program administration, and federal and state regulations. General knowledge of appeal and hearing processes and automated information systems. Ability to develop routine databases, evaluate program effectiveness, mediate stakeholders, interpret ambiguous regulations, resolve eligibility and compliance issues, plan meetings and conduct needs assessments. Skill in troubleshooting computer operating problems.
