Information Technology Specialist III Department of Education – Salary: $9,507.00 – $12,740.00 per month (minimum or alternate range for new to state candidates). Final Filing Date: 5/21/2026. Role Overview Under the administrative direction of the Information Technology (IT) Manager II, the Information Technology Specialist III (ITS III) serves as the department’s enterprise technical authority for the Human Resources Portal (HRP) and provides strategic leadership for the design, governance, and modernization of HR technology supporting department-wide human capital operations. The ITS III is responsible for enterprise-level architecture, strategic planning, and oversight of complex human resources (HR) system environments, including system integrations with other State enterprise platforms such as the SCO payroll system and CalPERS, as well as data governance, workforce analytics, and the protection of confidential employee information. The incumbent functions as the highest-level technical subject matter expert for HR systems, providing consultation to executive leadership, program managers, and IT leadership regarding technology strategy, regulatory compliance, and digital transformation initiatives affecting HR operations. Work performed at this level requires independent decision-making, enterprise system design authority, and leadership of complex cross‑organizational initiatives impacting multiple departments and mission‑critical HR operations. Desirable Qualifications Minimum five years of software development experience using the Microsoft technology stack, including Visual Studio, .NET Core/.NET Framework, and SQL Server, to support complex enterprise applications. Minimum five years of relational database development experience, including designing, optimizing, and maintaining enterprise‑scale data structures. Minimum three years of experience in application, integration, and data architecture, including APIs, microservices, service‑oriented architecture (SOA), and secure data exchange patterns. Minimum three years of experience working with Azure DevOps, Git‑based repositories, CI/CD pipelines, and automated deployment practices.
