PROGRAM ANALYST

Summary You will serve as a PROGRAM ANALYST in the Program Management Department of NAVAIRWARCENAC DIV. Responsibilities You will conduct complex studies, analyze findings, and make recommendations on Navy and Marine Corps Intranet (NMCI) related actions for the NAWCAD AA5 Program Mangement Department. You will manage configuration, location and tech refresh of all assets for the Patuxent River site. You will analyze information technology and software requirements and forecasts future costs. You will prepare short- and long-range planning guidance in accordance with NAVAIR/NAWCAD program policies and objectives. You will develop and implement work processes and communication plans. You will apply expert analytical ability and evaluative techniques to manage the flow and tracking of information necessary to maintain situational awareness of competency members. Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11/12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Utilizing a wide range of technical and business systems, processes, and practices used to manage weapon systems acquisition; 2) Reviewing, analyzing, and implementing higher level procurement policies; 3) Managing project/program requirements, objectives and metrics, and resolving conflicts among schedules, funding, and resources; 4) Identifying opportunities to incorporate process improvements and best practices utilizing customer feedback, internal and external audits, self-assessment, and lessons learned activities; 5) Advising management and colleagues on difficult problems, conducting special studies, proposing options and alternatives, and representing a command.
