Program Coordinator-Waste Planning and

Position Overview County of San Diego – Department of Public Works, Environmental Division, Waste Planning & Recycling section – Program Coordinator. The selected candidate will oversee updates to the Strategic Plan to Reduce Waste and implement climate action plans, supervise staff, manage franchise hauler compliance, coordinate state regulation compliance, and represent DPW in meetings and public events. Key Responsibilities Create and implement waste reduction and recycling programs to meet the Strategic Plan to Reduce Waste and Climate Action Plan waste diversion goals. Update and maintain the Strategic Plan to Reduce Waste and related planning documents. Develop strategies to increase diversion rates and reduce landfill disposal in alignment with state and local regulations. Monitor progress toward waste diversion and greenhouse gas reduction targets; prepare reports and presentations for internal stakeholders and regulatory agencies. Collaborate with franchise haulers to ensure adherence to contract requirements and diversion goals; track performance metrics and verify compliance. Recommend adjustments to franchise agreements based on program outcomes and legislative changes. Coordinate with internal departments, external agencies, and community partners to support waste diversion initiatives. Develop educational materials and outreach campaigns to promote recycling and waste reduction; represent DPW at meetings, workshops, and public events. Analyze waste stream data to identify trends and opportunities for improvement; recommend policy updates and operational changes. Stay informed on emerging technologies and best practices in waste diversion to enhance program effectiveness. Minimum Qualifications A bachelor’s degree from an accredited U.S. college or university, or certified foreign studies equivalency, AND four (4) years of professional experience performing analysis, budget management, program administration, engineering, or closely related work in a program performing planning and analysis; or a combination of education and experience as described.
