The Zero Waste program aims to reduce the generation and the disposal of materials with an emphasis on the Zero Waste hierarchy of redesign, reduction, reuse, repair, recycle/compost, beneficial reuse, and then disposal. We are committed to uplifting the contributions of local environmental leaders of diverse racial backgrounds and ensuring that racial equity is the cornerstone of all of our programs, policies, and services.Job DescriptionThe Building Materials Circularity Coordinator will coordinate the implementation, evaluation and enforcement of state and local building material management policies and programs. Additionally, the Building Materials Circularity Coordinator will provide expertise and analysis on issues that help the city meet its Zero Waste targets of reducing discarded material generation by 15% by 2030, and material disposal by 50% by 2030. This position plays a critical role in advancing San Francisco’s Climate Action Plan (CAP) by leading efforts to research, develop, and implement select actions from the CAP’s Circular Economy Strategy 1: Use circular, low-carbon, safe and healthy construction processes and materials that center environmental justice communities and minority business enterprises. Key areas of practice include, but are not limited to, policy and program development, stakeholder engagement and advocacy, construction site inspections, technical assistance, facilitating compliance monitoring and code enforcement actions, and developing performance tracking and data management practices. The Building Materials Circularity Coordinator will have day-to-day decision-making responsibilities for executing project deliverables as well as the ability to negotiate within project scopes. Serving in a Coordinator-level position (Class 5640), you will work under the supervision of a Class 5642 Senior Environmental Specialist responsible for defining project scopes and deliverables. You may also supervise a fellows and/or interns as the need may arise. What You’ll Do - The duties specified below are representative of the range of duties assigned to this position and are not intended to be an inclusive list.Develop, coordinate, and implement programs, policies, and partnerships to increase reuse, recycling and/or composting outcomes in the construction sector Coordinate efforts to scale compliance with elements of Environment Code Chapters 7 and 14, including designing, analyzing, revising and making recommendations for program enhancements Engage and work collaboratively with City staff, building industry experts and organizations, local and state authorities, community-based organizations, San Francisco businesses and residents, and other stakeholders to support efforts to monitor and enforce compliance with state and local building material management requirements Support oversight of construction and demolition (C&D) projects required to demonstrate and document compliance with State (CALGreen) and local debris recovery requirements; Utilize Green Halo software to review Material Reduction and Recovery Plans in partnership with the Department of Building Inspection (DBI) and respond to inquiries as needed by providing support and technical assistance to businesses and other stakeholders regarding compliance with requirements Update and maintain databases (e.g., Salesforce) and records; analyze data and report findings; develop data use strategies to track all pertinent information and prepare reports Support SF Environment staff with grant and contract proposals, including identifying funding opportunities, tracking expenditures and deliverables, and developing and administering reports. Plan and facilitate education,training, and engagement events including presentations at Commissions and Board of Supervisor committees Develop digital engagement and in-person outreach campaigns; research and develop campaigns and strategies including ways to track and analyze results and issues recommendations Prepare written and graphic materials including outreach materials web content, reports and presentations; respond to inquiries from the public, including complaints and requests for information Supervise and support junior staff, fellows, and/or interns, as needed QualificationsEducation: Possession of a baccalaureate degree from an accredited college or university. Experience: Two (2) years of professional experience in planning, coordinating, implementing, analyzing, or evaluating qualifying programs or policies. Qualifying programs and policies include those in the field of environment, community engagement, zero waste, and/or construction and demolition. Substitution: Additional experience as described above may substitute for the required degree on a year-for-year basis. Thirty (30) semester units or forty-five (45) quarter units equal one year.Desirable Qualifications - The desirable qualifications may be used to select among finalists at the end of the selection process.
