The anticipated hiring range for this position will be $87,235 to $135,428, based on the candidate’s qualifications and experience. Location Montgomery County, Maryland Overview The Child Welfare Services (CWS) division of the Social Services Office is recruiting an experienced and caring individual to provide clinical supervision and oversight for seven licensed Social Workers/Child Welfare Caseworkers who provide out‑of‑home services (kinship and foster care) for children and youth ages 0‑21. Responsibilities Oversee the day‑to‑day activity of social workers as it pertains to risk, safety, well‑being, and permanency. Collaborate with internal and external stakeholders across the region to identify and develop resources and appropriate services to achieve permanency for the children overseen by the unit, including oversight to kinship cases. Serve as a representative at various state and local meetings pertaining to issues of youth in foster care and appropriate service planning to support the achievement of permanency. Advocate for services, train staff and the community regarding service needs and available resources, represent the department at court proceedings as necessary, and review and evaluate program trends, data, and outcomes, as well as service quality. Administer the program’s hiring process, and provide staff development, evaluation, and training. Monitor unit compliance with federal and state mandates, as it relates to the foster‑care out‑of‑home population. Work Hours Although the normal hours of operation for CWS are from 8:30 a.m. – 5 p.m., the Supervisor must be available to staff providing direct services who may require work outside these hours (e.g., home visits, emergency removal, extended court hearings). The role may also involve transporting children and their belongings within the State of Maryland. Application Requirements Successfully complete a pre‑employment medical exam, drug screening, and background check including a criminal‑history records check through the Maryland State Department of Public Safety and Correctional Services and the Maryland Registry for Child Abuse and Neglect as well as federal and state sex‑offender registries. Education Possession of a master’s degree in social work (MSW) from an accredited college or university meeting COSE criteria. Experience Four (4) years of full‑time experience performing advanced journey‑level social work case‑management duties in a public sector, health, mental health, social services, housing, or community‑based program. At least one year in a supervisory or lead capacity supervising, training, or orienting lower‑level social workers, students, interns, or other staff. Registered Case‑Management Note Qualifying social work case‑management includes direct case work management such as assessment and evaluation; investigations of abuse and neglect; preparation of court reports; long‑term caseload responsibility and compliance monitoring through home calls; collaboration with other agencies and client resource linking; development and modification of case plans; and authority to impose sanctions or implement actions that impact services. Education, experience, or training must indicate the ability to plan, assign, review, deploy personnel, monitor operations, obtain results, and perform supervisory HR management and EEO functions. License A license as a Licensed Certified Social Worker – Clinical – LCSW‑C by the Maryland State Board of Social Work Examiners prior to appointment for a supervisory position that involves clinical supervision. Possession and maintenance of a valid Class C (or equivalent) driver’s license. Preferred Qualifications Experience in and knowledge of State and Federal regulations governing Child Welfare Service Programs. Experience and knowledge of resources and services for children in out‑of‑home services including foster care and kinship; knowledge and expertise in the permanency planning hierarchy. Experience providing clinical supervision and oversight to licensed social workers who provide services to children in foster care using family‑centered practice models focused on permanency. Experience with the family court process in Child In Need of Assistance (CINA) matters and working with culturally diverse populations.
