DESCRIPTION
The Academic Affairs Business Office (AABO) provides comprehensive financial, human resources, academic personnel, student employment and related administrative services to the units of the Office of the Executive Vice Chancellor for Academic Affairs. These units include the Office of the EVC, Academic Personnel Services, Finance and Administration, Privacy Office, Division of Undergraduate Education, Office for Students with Disabilities, Academic Integrity Office, Summer Session, Teaching + Learning Commons, Graduate Division, and Institutional Research. The AABO also supports the Office of the Vice Chancellor for Organizational Transformation (VC-OT) and its constituent centers and programs including the Cross-Cultural Center, Women's Center, LGBT Resource Center, Black Resource Center, Raza Resource Centro, Intertribal Resource Center, APIMEDA, the PATHS Scholars Program, and Student Retention and Success Programs – Chancellor's Associate Scholars Program, Office of Academic Support and Instructional Services, Student Success Coaching Program, Student Veterans Resource Center, Triton Transfer Hub, Undergraduate Research Hub, Undocumented Student Services, and UC San Diego's Student Career Center. Uses skills as a seasoned, experienced professional with a full understanding of industry practices and organizational policies and procedures; resolves a wide range of issues in imaginative as well as practical ways. Works on problems of diverse scope where analysis of data requires evaluation of identifiable factors. Demonstrates good judgment in selecting methods and techniques for obtaining solutions. Contacts are both internal and external to the department. Under the general direction of the Fiscal Operations Manager in the Academic Affairs Business Office (AABO), and in collaboration with the VC-Organizational Transformation (VC-OT) AVC and Chief of Staff (ACOS), the Financial Analyst is responsible for comprehensive fiscal management and activities of assigned units. Manages the day‑to‑day financial operations with multiple fund sources including state funds, gift funds, endowment funds, revenue funds, scholarship funds, work study, and contracts and grants. Serves as the primary fiscal contact for assigned units and as back‑up fiscal contact for other units under the direct purview of the Executive Vice Chancellor (EVC). Participates fully in grant proposal development, including coordination with central Contract and Grants administrators to ensure timely submission of proposals. Works closely with Unit PIs on pre‑award processes, including advising PIs on agency requirements; preparing budget summaries and details by expense category, as well as allowability of cost. Has full responsibility for post award financial management and reporting, including PI compliance with University and governmental rules and regulations and reporting requirements. Manages permanent staffing lists and provides benefit rate analysis for staff FTE and student employees. Represents VC-OT to the Campus Budget Office (CBO) during the annual budget process and collaborates in developing the budgets of assigned units with unit heads and ACOS. Analyzes policy, then interprets and develops that policy into a financial statement to communicate the unit's mission and objectives. Administers all funds and manages standard business processes and activities including travel, purchasing, entertainment, reimbursements and ledger reconciliation. Analyzes fiscal data and produces monthly financial reports for unit heads and senior leadership. Provides short and long‑term analysis, projections and solutions in financial organizational, procedural, processes and staffing areas. Independently develops strategies, recommends and implements resolutions to ensure efficient management of resources. Reports fiscal concerns to the Fiscal Operations Manager and ACOS and formulates and recommends solutions. Develops and implements local policies as needed. Responsible for special analytical projects and ad hoc reports for VC-OT senior leadership and AABO Director. Occasional evenings and weekends may be required. Demonstrated ability to independently comprehend, analyze and interpret complex financial and budgetary data, written policies and procedures and apply concepts, and computer-generated information, and effectively communicate results of analysis to senior management. Thorough knowledge of finance policies, practices, and systems. Demonstrated knowledge of contracts & grants management (pre & post‑award) from preparation to closing reports. Thorough knowledge and understanding of internal control practices and their impact on protecting University resources. Ability to interpret policies and procedures and apply them to routine as well as unique or complex situations. Expert skill in analyzing large quantities of financial and administrative data, summarizing and extracting pertinent data, compiling relevant information in a variety of appropriate formats. Ability to identify the most appropriate sources of data for management decision‑making. Demonstrated skill and ability to analyze situations and data, define problems, identify concerns, develop, propose and implement appropriate and creative solutions. Ability to independently gather required information to organize, and perform financial analysis assignments. Proven ability using spreadsheet and database software for complex financial analysis, fiscal management, and financial reports. Demonstrated advanced skill using Microsoft Excel to sort and filter data and to create and format spreadsheets, pivot tables, formulas, macros, etc. A commitment and ability to update and expand skills as required. Proven ability to effectively present information verbally and in writing in a clear and concise manner. Skill in communicating instructions/procedures in a logical, clear, concise manner to a wide variety of constituents throughout the organization. Proven interpersonal skills with peers throughout the organization; strong service orientation and critical thinking skills; and attention to detail. Proven ability using organizational skills to multi‑task in a high volume environment. Experience in independently accomplishing tasks in an environment with changing priorities, including the ability to perform routine recurring tasks without reminder. Demonstrated ability to perform effectively under constant pressure of deadlines and experience exercising initiative, judgment and resourcefulness in the performance of responsibilities. Ability to adapt to changing priorities.PREFERRED
Knowledge of UC policies and procedures and UC San Diego business systems pertaining to fiscal, personnel, and administrative processes including travel, entertainment, reimbursements, payments, purchasing, and recharge is preferred.
