JOB SUMMARY

This position reports directly to the Metro‑North VP Capital Program Delivery & Oversight. It represents Metro‑North Railroad in planning, design, construction, and implementation of all Capital Program projects. The AVP promotes Metro‑North Railroad’s safety and strategic business goals, serving as the lead on all Capital Program implementation matters. The AVP is the primary point of contact between MNR departments and MTA Construction & Development for project prioritization, scoping, and delivery, identifying risks and ensuring timely interventions. Additionally, the AVP oversees the Special Projects group (NY I&C and Bridgeport Engineering), coordinating capital construction and maintenance projects by external agencies, ensuring minimal operational impact and compliance with NYS building codes and agreements.

DUTIES AND RESPONSIBILITIES

Provide leadership to the MTA C&D Metro‑North Business Unit(s) in executing all infrastructure and facility investments on Metro‑North property, including scoping, design, implementation, and closeout of capital projects. Lead management of the Engineering department’s input to the MTA C&D 20‑year needs assessment and capital program strategy, coordinating planning, scheduling, and construction efforts. Participate in Metro‑North leadership to achieve short and long‑term objectives, fostering collaboration, problem‑solving, and a culture of respect and open communication. Strengthen practices and procedures related to the capital program, ensuring agency representation in investment plans across all asset classes. Ensure C&D and MNR capital project teams align with MNR priorities, policies, and procedures, overseeing work plans, designs, and technical submittals. Manage the Special Projects group, supporting CTDOT Capital projects and external work, including code compliance and permitting. Provide guidance and recommendations on strategies, policies, and project assignments to executive leadership and report on project status. Oversee construction‑focused coordination of all project phases, interfacing directly with transportation, maintenance, customer service, safety, security, environmental, and force account functions. Review and author MOU language and other agreements on entry permits and coordination with MNR/MTA legal. Direct and manage MNR staff, MTAC&D staff, engineering consultants, and contractors, ensuring compliance, constructability, and alignment with operational requirements. Perform additional duties as assigned and comply with all policies and standards. Work hours outside regular schedule may be required, and review invoices, address contractor performance, and escalate issues as needed.

KNOWLEDGE, SKILLS AND ABILITIES

Required: Experience with various engineering disciplines and related regulatory and scheduling requirements. Extensive knowledge of Railroad Engineering and Operating practices and federal regulations. Familiarity with Railroad and Construction Safety procedures. Strategic thinking and general management, leadership, and judgment skills. Leadership in project management, resource allocation, and safety. Negotiation skills for senior‑level project agreements. Consensus building with interdepartmental teams. Excellent near‑ and long‑term asset management planning skills. Ability to work with senior staff, across departments, MTA agencies, and the public. Represent MNR at various events while being sensitive to local issues. Understanding of Transportation, Customer Service, Safety, Security, and Environmental requirements. Self‑starter, persistence, and ability to motivate coordinated teamwork. Knowledge of MS Office and comparable applications. Solid working knowledge of Program Management, Construction Management, QA/QC, and contracts. Familiarity with Metro‑North Railroad and MTA corporate structure. Availability for outside normal work hours and travel as required.

REQUIRED EDUCATION AND EXPERIENCE

Bachelor’s Degree in Arts/Sciences (BA/BS) in Civil, Electrical, Mechanical engineering, Architecture or a directly related field. Minimum 15 years of progressively responsible management experience in a multi‑functional rail transportation organization, including directing and overseeing capital projects. Minimum 7 years of experience managing professional staff/diverse workforce.

LICENSES AND CERTIFICATIONS

Required: Valid Driver’s License NYS Professional Engineer (PE) License OR Registered Architect (R.A) License

OTHER INFORMATION

Annual Statement of Financial Disclosure filing is required for all policy‑making positions. Final salary is determined by experience, skill set, and alignment with compensation practices. Employees driving company vehicles must complete defensive driver training per MTA policy. Eligibility for new role consideration requires one year of service in the current role, satisfactory performance, and attendance record.
