SUMMARY

Directs and manages the operational, financial, and personnel activities of District’s planning, facility and construction projects. Develops long-range facility plans, assists with student enrollment forecasts, verifies compliance with all Texas Department of Licensing and Regulation facility requirements, and manages all contracts, communications, and presentations associated with the District’s Construction Bond Program and Facility Improvement Plans. MAJOR RESPONSIBILITIES AND DUTIES

Facility Planning and Construction Management Supervise complex construction activities to build new or modify existing school, classrooms, facilities and/or other related buildings, including utilities, equipment installation and exterior improvements. Serve as liaison to architects, engineers, and consultants to develop, review, and finalize project plans, drawings, schematics, and specifications. Coordinate and conduct project development and projects and construction progress meetings. Work with city, county, state, and federal officials to ensure conformity with codes and ordinances regulating District facility or construction projects. Develop and maintain facility or construction progress schedules. Conduct on-site inspection of facility or construction projects to ensure conformance with construction documents, programs, and needs. Inspect existing facilities and make recommendations for improvements as needed and establish and recommend priorities for repair projects. Expedite documentation and completion of punch-list items and coordinate transition of building operation from general contractor to district upon acceptance of a facility. Track warranty expiration dates and make final warranty check prior to end of warranty periods. Oversee warranty correction work. Develop resolutions to complex technical problems where analysis of situations or data requires an in-depth evaluation of various factors. Participate in the prequalification or approval process for architects, engineers, and contractors. Consult faculty, administrative staff, and community to determine program-driven design needs. Provide updates on the status of all facility or construction projects and coordinate with Media Services to ensure inclusion on the District’s website and other communication venues. Coordinate with staff on deferred maintenance, movement of classrooms, development of District standards, placement of portables, phasing of projects, training of personnel for new systems, storage of materials/equipment and other factors that have an impact on current and future District facilities. Coordinate the schedule and bidding process to ensure accuracy and timeliness of projects. Manage the construction funds to ensure all aspects are appropriately accounted. Coordinate with the Deputy Superintendent and Chief Financial Officer (CFO) regarding the accounting requirements of facility or construction projects. Supervise and manage the process of applying for and receiving all required permits and complying with all other intergovernmental requirements relating to building improvements or construction in the District. Assist with long-range enrollment forecasts utilizing appropriate staff and outside resources and consultants. Assist supervisor with land management activities, including acquisition or disposal of real property, request for easements, leases, and other similar matters. Analyze and document risk and safety related construction incidents and accidents and make appropriate recommendations in Business Function. Budget and Inventory Estimate cost of facility improvements or construction and repair projects, including labor, materials, and other related costs and assist with the preparation of bidding documents, including notice and instructions to bidders, drawings, and specifications. Assist with the evaluation of formal bids and provide input into recommendations for the awarding of contracts for school Board approval. Review and authorize requests for payment from contractor(s) and designer(s). Ensure programs are cost-effective and funds are managed wisely. Other Prepare and deliver written and oral presentations Policy, Reports, and Law Maintain confidentiality. Develop and maintain systems for retrieval of information in support of all programs; compile, maintain, file, and secure all physical and computerized reports, records, and other required documents. Pursue Professional Development activities for self and assigned staff; ensure that Professional Development activities are aligned with District goals and initiatives and current professional research. Comply with all policies, operating procedures, legal requirements, and verbal and written directives. Comply with the Professional Code of Ethics and Standard Practices for Texas Educators. Follow District safety protocols and emergency procedures. Perform other related duties as assigned.

QUALIFICATIONS

Education/Certification Bachelor’s degree Clear and valid Texas Driver’s License Experience Ten (10) years successful related work experience Two (2) years successful supervisory experience

SPECIAL KNOWLEDGE/SKILLS/ABILITIES

Knowledge of current educational facilities standards and requirements Knowledge of project planning and construction principles Knowledge of health and safety regulations Knowledge of building codes, zoning ordinances, and the inspection certification process Ability to read blueprints and schematics Ability to conduct on-site inspections of all District facilities Knowledge of standard materials and methods of building construction Knowledge of laws and regulations relating to design and construction contracts Knowledge of Board of Trustee policy and district regulations and procedures Knowledge of general TEA rules impacting assigned areas of responsibility Knowledge of state and federal rules, regulations, or requirements pertaining to safety in public facilities Skill in implementing communication and collaboration between and among various areas of an organization to enhance service delivery, program development, and customer satisfaction Skill in planning and supervising the work of subordinates Skill in conducting group presentations Skill in mediation and facilitation of group and/or individual problem resolution Skill in conducting team efforts to design, implement, measure and improve programs and services Ability to manage budget and personnel Strong communication, public relations, and interpersonal skills
