TELACU Residential Management
Job Summary The President serves as the chief executive leader responsible for setting strategic direction, driving operational excellence, ensuring strong financial performance, and maintaining full compliance with federal affordable housing regulations. This role oversees all business functions within TELACU’s Housing Portfolio and acts as the public and professional embodiment of the TELACU Mission Statement. The position leads and develops the Executive Leadership Team and oversees organizational operations, financial performance, compliance, resident services, maintenance, property management, and corporate administration. The President establishes organizational goals and strategic priorities, monitors organizational performance, drives growth initiatives, ensures regulatory compliance, and develops the Executive Leadership Team to achieve organizational objectives. The President strengthens the organization's community impact and maintains its reputation as a leader and subject‑matter expert in the industry. Together with the Executive Team, the President oversees a staff of more than 180 employees. Essential Duties & Responsibilities Portfolio and Operations Strategy: Build and scale operating infrastructure, set company policies, and enforce strategic direction across all assets. Financial Management: Review portfolio-wide financial statements, approve annual operating and capital budgets, and optimize expense controls and revenue generation. Business Development: Solicit new property management assignments, prepare proposals, and drive the overall growth of the management portfolio. Client & Owner Relations: Serve as the primary executive liaison for property owners, investors, and asset managers. Compliance & Legal Oversight: Ensure all properties adhere to real estate laws, Fair Housing regulations, and investor guidelines. Team Leadership & Mentorship: Hire, train, and evaluate regional managers and property managers; foster a high-performing and accountable company culture. Develop and execute the company's short and long-term vision, strategic plan, and annual business objectives. Lead organizational change initiatives to improve efficiency, profitability, and service quality. Conduct capital planning and long-term sustainability. Ensure compliance with all funding requirements, affordable housing sector rules, and applicable federal, state, and local regulations and safety standards. Identify new business opportunities, expand the management portfolio, and strengthen market presence. Maintain complete audit readiness for: Management & Occupancy Reviews (MORs), REAC/NSPIRE inspections and other regulatory agency. Oversees enterprise risk management, insurance programs, claims administration, legal matters, and organizational compliance initiatives. Remains knowledgeable about current and potential future policies, the political, regulatory, financial, and social issues, trends and challenges impacting senior housing within a not-for-profit organization. Lead organizational change initiatives and continuous improvement efforts. Support funding initiatives, grant opportunities, and business development efforts consistent with organizational goals. Ensure long-term sustainability of housing assets and regulatory compliance obligations. Maintain relationships with elected officials, housing authorities, lenders, investors, and community organizations. Represent the company with key partners, customers, and stakeholders as needed. Support stakeholder relations, board communications, and strategic partnerships. Work often requires flexibility in hours, including early mornings, evenings, or weekends, to accommodate meetings, travel, and business priorities. Education & Experience Bachelor’s degree in Business, Real Estate, Finance, or a related field preferred; MBA strongly preferred. At least 7-10 years of progressive senior leadership experience overseeing property management or real estate operational functions. Professional certifications (Certified Property Manager (CPM), Certified Apartment Manager (CAM) or similar) are a plus and a California Broker License, preferred. Strong background in HUD, LIHTC, specifically Section 8 housing policies and regulations and other affordable housing regulatory programs. Experience engaging and working closely with Boards of Directors, legal and third party clients and partners. Qualifications Strong leadership skills and coaching to build organizational depth. Proven track record of leading large teams and managing diverse property portfolios. Demonstrates a clear understanding of how operational decisions influence P&L performance, owner satisfaction, and the long‑term value of managed assets. Strong business judgment with the ability to interpret financial data, assess risk, and drive informed, profitable decision‑making. Proven ability to lead cross-functional teams and drive the successful execution of enterprise-level strategy. Experience in growth or scaling organizations, driving growth, or leading transformations. Exceptional strategic planning skills with the ability to translate vision into clear, actionable operational execution. Exceptional verbal and written communication skills, with the ability to effectively engage owners, tenants, team members, and external stakeholders. Computer & Software Skills Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint). Comfort with cloud‑based collaboration tools such as Microsoft Teams, SharePoint, and OneDrive. Strong digital meeting platforms (like Microsoft Teams, Zoom, Google Meet & Webex). Executive‑level presentation design (PowerPoint, Keynote). Strong command of property management software platforms such as Yardi, RealPage, Buildium, AppFolio, or comparable systems. TRAVEL Travel may be required, including local or domestic trips, by car, air, or other means of transportation. Must have a valid California Driver’s License, proof of current vehicle insurance and a driving record that meets TELACU’s insurer’s criteria; must be able to use own vehicle in the course of work. Physical Requirements Position requires standing, walking, sitting, bending/stooping, reaching, using both hands, and lifting up to 25 lbs.
