Salary $122,530 to $159,286 per year Appointment type Permanent Work schedule Full-time Duties SummaryThe Office of Economic Impact and Diversity (ED) develops and executes Department-wide policies to implement applicable legislation and Executive Orders that strengthen diversity and inclusion goals affecting equal employment opportunities, small and disadvantaged businesses, minority educational institutions, and historically under-represented communities.ResponsibilitiesAs a GS-14, Management and Program Analyst, you will:Conduct analyses energy use and costs paid by minority communities as well as measuring participation in the overall energy sector including energy-related business ownership and investment, Research &Development, technology commercialization, workforce, and participation rate in DOE programs related to these activities.Develop market research, economic and business analyses, and feasibility studies to identify and define new opportunities for ED's Equity in Energy (EIE) initiative.Formulate and identify the operational and analytical techniques for accomplishment of project objectives to produce reliable findings.Collect and analyze data relating to workforce demographics and the effectiveness of DOE related minority workforce programs supporting the Department and U.S. energy sector.Travel RequiredOccasional travel - You may be expected to travel for this position. QualificationsSPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level of GS-13 in the Federal service. Specialized experience for this position is defined as:Experience identifying barriers and developing recommendations to improve minority workforce programsExperience analyzing budget components, supports development of spending plans, or tracking of commitments, obligations, and costing data.Experience participating on committees, task groups, panels, or other forums for the purpose of development studies.General Schedule Qualification Standard "Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.Time-in-Grade: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent by the closing date of this announcement to receive consideration.CTAP/ICTAP candidates: To be considered "well qualified" you must meet all of the requirements as described in this section.You must meet all qualifications and eligibility requirements by the closing date of this announcement.
