Description JOB TITLE: Senior Manager, Owner Support Resources AGENCY: Construction & Development DEPT/DIV: Development/Owner Support Resources REPORTS TO: Senior Director, Force Account Implementation WORK LOCATION: 2 Broadway HOURS OF WORK: 8:30 AM to 5:00 PM or as required (7.5 hr/day) JOB FAMILY: PPM GRADE: 008 SALARY RANGE: $103,384 to $129,230 DEADLINE: Open Until Filled May need to work outside of normal work hours (i.e., evenings and weekends) Travel may be required to other MTA locations or other external sites. Agency Mission MTA Construction & Development is responsible for the planning, development, and execution of all capital construction projects across the MTA region. Through centralized oversight and management of the MTA’s 64 billion Capital Program, C&D ensures the efficient delivery of critical infrastructure projects that support the region’s vast transportation network. Telework This position is eligible for telework, which is currently one day per week. New hires are eligible to apply 30 days after their effective date of hire. Job Summary The Senior Manager, Owner Support Resources is responsible for coordinating, evaluating, and optimizing MTA force account resources in support of the MTA Capital Program. This position plays a critical part in ensuring the effective deployment of New York City Transit Authority support personnel and equipment, including construction flaggers and work trains, for a large portfolio of MTA Construction and Development capital projects. Responsibilities Project planning: Coordinate the planning and implementation of construction flaggers to support track access for a portfolio of MTA C&D capital projects. Stakeholder coordination: Collaborate with C&D Delivery teams and contractors to align resource projections with project milestones and service delivery requirements. Application rollout and training: Support the development and rollout of the Work Train Management System (WMTS) and enhancement of the TA Labor Construction System (TLCS) applications, the MTA’s tools for planning and allocating the work trains and construction flaggers that support track access for capital projects. Team leadership: Supervise and develop a team of Analysts, fostering a culture of collaboration, transparency, and data‑driven problem‑solving. Process improvements: Contribute to the refinement of processes, applications, and tools to maximize track access utilization, force account resource fulfillment, and construction productivity. Education and Experience Bachelor’s degree in Transportation, Urban Planning, Business, Public Policy, Construction Management, Finance/Economics, or a related field. Master’s degree in Transportation, Urban Planning, Business, Public Policy, Construction Management, Finance/Economics, or a related field preferred. Minimum of seven (7) years of experience in Transportation, Construction, Infrastructure, Finance, Planning, or a related field. Minimum of three (3) years of managerial experience. Familiarity with the MTA’s operating agencies and their construction support resources. Knowledge of construction resource management and experience with resource planning and prioritization. Knowledge of transit force account practices, procedures, systems, and applications. Knowledge of MTA force account systems and applications, including TA Labor Construction System (TLCS), Track Access Management System (TAMS), and Work Train Management System (WTMS) preferred. Excellent collaboration, negotiation, organizational, presentation, communication, and interpersonal skills. Demonstrated supervisory and leadership capabilities. Demonstrated ability to problem‑solve creatively and work with all levels of an organization. Proficiency in Microsoft Office Suite or similar applications.
