About the Role The Card & ATM Operations Assistant Manager provides leadership, oversight, and accountability for all card and ATM/ITM operations of the Credit Union. They are responsible for the day-to-day leadership and oversight of debit card, credit card, ATM/ITM, and dispute processing operations. This role ensures card services operate in a safe, sound, compliant, and member-focused manner while meeting regulatory requirements, network rules, and internal control expectations. The position provides direct supervision of staff supporting card & ATM/ITM processing, Card fraud rules monitoring, transaction disputes, and ancillary services supporting these channels. This position partners closely with the Director of Payment Services and AVP Risk and acts as a liaison with leadership, IT, Risk, Compliance, and external vendors to ensure card and ATM operations align with organizational strategy, regulatory expectations, and member service standards. This includes being a resource on project teams. This position is based at our corporate office and requires daily onsite work in Ventura, CA. What You’ll Do Leadership & People Management Direct and oversee daily Card & ATM/ITM operations to ensure accuracy, timeliness, and regulatory compliance. This includes managing of the team by establishing clear expectations, accountability, and cross-training to ensure operational resilience and continuity. Maintain effective internal controls, segregation of duties, and dual controls aligned with FFIEC and NCUA expectations. Ensure compliance with PCI DSS rules, Reg II, Reg E, Reg Z, BSA, chargeback rules, and Credit Union policies. Oversee exception processing, reconciliations, and settlement activities. Serve as escalation point for complex operational issues, exceptions, and member or internal stakeholder concerns. Operational Oversight Direct daily operations for the following, but not limited to: Credit and Debit Card processing; Manage ATM/ITM operations, including availability, cash balancing, error resolution, and vendor coordination; CAMS, CPP, and Dispute Processing; Card platforms on JHA and Valera; and Card fraud transaction rules management with vendor Fraud Analyst. Ensure operational readiness for peak volumes, system changes, and regulatory deadlines. Partner with Risk, Compliance, and Audit to support examinations, audits, findings remediation, and control testing. Performance Metrics & Continuous Improvement Develop and maintain key performance indicators (KPIs) and operational metrics for all payments and money movement functions, report performance trends to leadership. Evaluate new Card and ATM/ITM technologies, services, and enhancements in coordination with Director of Payment Services and business partners, including, but not limited to support for strategic initiatives related to card industry modernization, automation, and scalability. Act as a subject matter expert for Card & ATM/ITM operations across the organization. What We’re Seeking Minimum of five (5) years progressive experience in financial institution Card and ATM/ITM operations, including Card Dispute Processing, and card platforms. Demonstrated knowledge of card processing systems, regulatory requirements, operational risk, and internal controls. Proficiency with core banking systems, online banking, payment platforms, and Microsoft Office tools – JHA Symitar/Episys, Valera, Microsoft 365, SharePoint, and Genesys Cloud. Associate’s degree (AA/AS) or equivalent from an accredited college or technical institution is required, with a bachelor’s degree in business, Finance, Accounting, Information Systems, or a related field is preferred.
