Budget Analyst

DOT is working to hire a Budget Analyst in the Division of Budget and Capital Program Management’s Expense Budget Unit. The unit manages the agency’s $1.5 billion annual operating budget and a revenue budget of about $500 million. The role requires a self‑starter who can coordinate multiple priorities in a fast‑paced environment with minimum supervision and under tight deadlines. Responsibilities Manage a portfolio/division of DOT’s budget. Assist in monitoring agency spending and procurements. Review and update program budgets for assigned divisions. Perform technical budget exercises related to fiscal year‑end close. Analyze the agency’s revenue‑generating operations and prepare projections of anticipated revenues for discussion with the City’s Office of Management and Budget (OMB). Develop and evaluate financial‑plan proposals designed to help balance the budget by reducing costs or increasing revenue. Assist in monitoring and analyzing the agency’s Personal Services (PS) budget. Conduct PS‑related analysis and review proposed personnel actions for compliance with available headcount and funding. Prepare and process budget modifications. Prepare and submit the agency PS spending plan. Prepare, process, and clear PS accruals. Prepare and distribute biweekly, monthly, and ad‑hoc reports for use by agency divisions. Collaborate with Budget Office colleagues and operational division partners to create analyses and formulate recommendations for senior management. Qualifications Self‑starter who can coordinate multiple priorities quickly with small supervision. Strong communication skills, quantitative and computer abilities, and an ability to rethink and organize work processes. Knowledge of the City’s budget and budget processes is required; familiarity with the City’s Financial Management System (FMS) is preferable but not required.
