DescriptionThe Municipal Police Training Committee (MPTC), an agency within the Executive Office of Public Safety and Security (EOPSS), is seeking a senior executive leader to oversee statewide training delivery through its Training Bureau. This is an opportunity to shape the quality, consistency, and effectiveness of training that supports more than 23,000 law enforcement officers and other personnel performing police duties across the Commonwealth.MPTC sets police training standards for officers certified by the Massachusetts Peace Officer Standards and Training Commission (POST) and develops, delivers, and maintains records for high-quality, standardized, community-oriented training. Programs include an 800-hour basic recruit program, required annual in-service training, and specialized training. MPTC operates seven regional academies and oversees ten authorized academies statewide.As Chief of Training Delivery, you will lead the day-to-day delivery of statutorily mandated municipal police training and help translate MPTC strategy into consistent, high-quality execution across the Commonwealth. You will oversee training operations at MPTC facilities, coordinate with municipal police academies, strengthen quality assurance, and build productive relationships with law enforcement agencies and regional partners. You will also work closely with MPTC executive leadership to help set and implement agency direction, philosophies, and policies, while representing MPTC on advisory boards, committees, and working groups. Regular statewide travel is an important part of this role.Duties and Responsibilities:· Monitor and evaluate training quality, effectiveness, standardization, supervision, coordination, and facilitation across municipal police training programs, with particular focus on statutorily mandated training.· Communicate MPTC training goals, policies, and standards throughout academies and regional training areas, ensuring expectations are understood, supported, and achieved.· Lead performance management, quality assurance, and evaluation processes that strengthen consistency and accountability.· Partner with the Deputy Chiefs of Training and the MPTC Executive Team to turn strategic priorities into executable initiatives with clear implementation plans, timelines, deliverables, and measures of success.· Represent the Training Bureau and MPTC in internal and external meetings, committees, advisory boards, and working groups as assigned.· Lead efforts to recruit and retain a highly qualified and diverse instructor pool and full-time workforce.· Support Deputy Chiefs and staff in achieving training goals and evaluating individual contributions through performance management and evaluations.· Lead budget administration for training programs.· Serve as a key liaison to constituent law enforcement agencies, building strong working relationships and ensuring training meets agency and statutory requirements.· Perform other duties as assigned.The MPTC is looking for an accomplished organizational leader who can operate at both the strategic and operational levels, build alignment across diverse stakeholders, and lead complex training systems at scale. Preferred qualifications include:· Demonstrated experience developing and implementing large-scale training programs, systems, policies, procedures, and operational processes.· 10–15 years of experience leading or managing statewide, regional, or multi-site training operations involving multiple programs, stakeholders, and instructional personnel.· Experience developing SOPs, manuals, standards, guidance documents, templates, and other operational tools.· Demonstrated change-management experience, including the ability to gain buy-in and address resistance.· Project management experience overseeing complex initiatives from concept through implementation.· Exceptional written, verbal, and interpersonal communication skills.· A master’s degree in criminal justice, public administration, education, organizational leadership, training and development, or a related field.· 10 or more years of experience managing a complex operating budget.· Demonstrated success as an organizational leader.· Knowledge of grants and grant audits.· Experience working with or within law enforcement.QualificationsMINIMUM ENTRANCE REQUIREMENTS:Applicants must have at least (A) seven (7) years of full-time or, equivalent part-time, professional, administrative, supervisory, or managerial experience in business administration, business management, public administration, public management, clinical administration or clinical management of which (B) at least three (3) years must have been in a managerial capacity.Comprehensive BenefitsWhen you embark on a career with the Commonwealth, you are offered an outstanding suite of employee benefits that add to the overall value of your compensation package.
