For more information, visit Position Summary MIGA is seeking a highly experienced and dynamic leader to fill the position of Vice President, Operations to advance MIGA's brand across the World Bank Group and with financial institutions, investors, and development partners, and Governments while leading the Operations team to originate impactful programs and projects and mobilize private finance for development in Emerging Market and Developing Economies.MIGA and the Guarantee Platform is at an important inflexion point as the role of development finance Is changing. The traditional model of MDBs is being complemented by a model of development leveraging blended finance from public and private sectors to support development goals. The Vice President Operations is expected to play a leadership role in ensuring that MIGA and the Guarantee Platform is central in shepherding this transition. The Vice President, Operations position is based in Washington, D.C. and reports directly to the Managing Director of MIGA. The Vice-President responsible for leading MIGA's Operations Department (MIGOP) is a member of MIGA's Senior Management Team (MMT) comprising the MD, VP Operations, VP & Chief Financial Officer, Director and General Counsel, Director Industries, Director Financial Institutions, Director Finance and Risk, Director, Economics and Sustainability. There are two Operations Directors reporting to the VP Operations. The incoming VP Operations must have a track record of business development, and strong leadership impeccable ethics and the professional integrity, project finance expertise, sound business judgement, energy, and drive. S/he would be expected to engage with public sector, private investors, financial institutions (public and private), the World Bank & IFC and other actors in the broader global development community to advance and enhance MIGA's brand, originate and pursue meaningful project leads, build consensus to promote impactful projects, and articulate MIGA's strategic priorities and drive innovation. Duties And ResponsibilitiesThe Vice President, Operations will provide both strategic and operational leadership to a globally distributed Operations team of approximately 120 staff and managers, guiding MIGA’s next phase of growth and evolution. The role is central to shaping the future of MIGA by driving business expansion, strengthening institutional partnerships, advancing innovation in products and delivery, and ensuring disciplined execution of MIGA’s mandate to mobilize private finance for development in Emerging Market and Developing Economies (EMDEs). Key responsibilities include:• Provide operational oversight for the execution of MIGA’s Strategic Business Plan, translating institutional priorities into a clear growth agenda, operational focus, and measurable results.• Provide leadership in ensuring that the Guarantee Platform plays a catalytic role as a platform for private capital mobilization, contributing to the outcomes of economic growth and job creation, supporting the agendas of M300, AgriConnect, Water Forward, AIM300, Digital Programs, SME development and other corporate goals. • Strengthen and elevate MIGA’s operational partnership with the World Bank Group – IBRD, IDA, and IFC -- to expand origination opportunities, deepen upstream engagement, and enhance the delivery of integrated guarantee solutions that respond to client needs. In this process, lead a program of “radical decentralization” of MIGA staff to the Regions.• Provide strategic leadership and operational guidance in shaping and positioning the “future MIGA” by:a. Ensuring MIGA’s leadership in scaling the approach of “Originate to Distribute” in partnership with MDBS;b. Positioning MIGA as a guarantee platform for other MDBs ensuring that guarantee programs are harmonized across MDBs c. Influencing the regulatory framework of Basel and regulations in key markets to allow for greater recognition of guaranteesd. Strengthening the position of MIGA as a preferred guarantor e. Identifying new markets, products, and opportunities that will define the future MIGA.• Drive the growth of MIGA through proactive engagement with private and public sector clients, financial institutions, governments, sovereign and sub-sovereign entities, and other development partners • Provide strong operational leadership across MIGA’s portfolio of issued guarantees, ensuring disciplined portfolio management, effective pre-claims engagement, and continuous improvement in execution, responsiveness, and risk-informed decision-making.• Build and inspire a high-performing, globally connected Operations team by coaching, mentoring, and developing talent, while fostering a productive, positive, and respectful culture in close partnership with the VP & Chief Financial Officer and the Director and General Counsel. The role is expected to champion innovation, collaboration, accountability, and creative problem-solving so that MIGA continues to evolve, grow, and deliver greater development impact.Selection Criteria• Degree in economics, finance, political science or related areas with a minimum of 15 years of progressive relevant experience in leading and managing teams in public and/or private sectors and development-oriented institutions covering areas such as public and private finance, capital market development, risk insurance, or related complex commercial transactions.• Recognized track record in business development, thought leadership, and innovation, with familiarity with investment analysis and insurance portfolio management.• Credibility across public and private sectors, with proven effectiveness in influencing diverse stakeholders and navigating complex, multi-stakeholder global organizations, whether from within or in an advisory capacity.• Demonstrated people leadership skills, including the ability to attract and develop high-caliber talent, deliver high-quality outcomes within deadlines and budget, and cultivate active networks of relationships inside and outside the organization.• Proven ability to operate effectively in matrixed, globally dispersed, and multicultural organizations, with deep familiarity with developing and emerging markets.• Outstanding analytical and strategic thinking skills, with the capacity to manage large and diverse portfolios, synthesize complex issues, and provide clear, actionable direction.• Excellent communicator and presenter, with strong interpersonal skills, sensitivity to cultural and gender diversity, and a commitment to inclusive and collaborative leadership.• Unwavering commitment to the highest standards of integrity, and to economic development and poverty alleviation in developing countries, in full alignment with the World Bank Group's mission and values.As the World Bank Group continues to evolve, we value candidates who: Demonstrate the ability to collaborate effectively across teams, disciplines, cultures, and institutional boundaries.Responsibly leverage digital and AI-enabled tools to enhance productivity, learning, and decision-making.Bring experience working in fragile, conflict-affected, and violent (FCV) contexts and are encouraged to highlight relevant experience in their application materials, where applicable.WBG Culture Attributes:1.
