Salary Range: $5,527 - $8,568 Position Type: Employee Position Position Title: Rail Safety Programs Coordinator Operations & Policy Analyst 2 – Rail Safety Programs Coordinator Oregon Department of Transportation Commerce and Compliance Division Rail Safety & Regulatory Programs Branch Salem The role Join our rail safety team in the Commerce and Compliance Division where you will support the Rail Crossing and State Safety Oversight (SSO) programs in a regulatory and safety-focused environment. You will evaluate the programs and develop priorities and strategies for improved effectiveness, identify and solve operational problems, participate in legislative tracking, recommend policy and rule changes and partner with railroads, rail transit agencies, federal partners, local governments and other ODOT staff. A day in the life Coordinate and support Rail Crossing and SSO programs, including program activities, projects and regulatory requirements. Research, analyze and interpret federal and state laws, rules, regulations and guidance related to rail crossings, rail transit safety and railroad operations. Coordinate with railroads, rail transit agencies, FRA, FTA, local governments and other entities regarding safety, compliance and program requirements. Assist with Rail Crossing and SSO inspection activities, audits, investigations and compliance activities, including tracking findings, corrective actions and required follow-up. Analyze program data and safety information to identify trends, risks, deficiencies and opportunities for improved rail safety. Develop and maintain program policies, procedures, guidance, reports correspondence and other technical and administrative materials. Coordinate projects and program initiatives involving internal and external partners. Manage timelines, deliverables, documentation and status reports. Prepare management briefings, recommendations, presentations and other reports on all Rail Crossing and SSO program activities and emerging safety or compliance issues. Assist with administration and oversight of Rail Crossing and SSO programs, ensuring activities are consistent with applicable federal requirements and align with ODOT policy and procedure. Recommend strategies to improve process operations and assist with implementing changes or new policies. Serve as program resource and liaison for Rail Crossing and SSO program matters by providing clear and professional communication to internal staff, regulated entities, partner agencies and the public. Work is primarily performed in a typical office environment and includes frequent contact with the general public. This position is eligible for hybrid work 1 day per week. Minimum qualifications Any combination of experience and education equivalent to five years of experience that typically supports the knowledge and skills for the classification specific to safety and compliance. OR A bachelor's degree in business or public administration, behavioral or social sciences, finance, political science or any degree demonstrating the capacity for the knowledge and skills; and two years professional-level evaluative, analytical and planning work specific to safety and compliance.
