DESCRIPTION OF DUTIES/ESSENTIAL FUNCTIONS

Provides operational and transactional HR support to departments within the Community Services Cluster, ensuring assigned requests and personnel actions are processed accurately and timely. Prepares, reviews, and processes personnel actions through HR One SuccessFactors – Employee Central (EC), including new hires, transfers, promotions, organizational changes, and other employee actions. Creates and maintains Organizational Management (OM) activities, including position creation, organizational structure changes, reporting relationships, and other position-related updates. Reviews personnel actions and supporting documentation for accuracy and completeness and identifies discrepancies, missing information, or other issues that may delay processing. Maintains and monitors HR tracking logs, reports, pending actions, and effective dates to ensure successful completion and timely follow-up. Coordinates with the Client Relations Manager, Talent Acquisition, Shared Services, departments, and other HR functional areas to facilitate HR requests from initiation through completion. Serves as a resource to department representatives by providing status updates, communicating outstanding requirements, and assisting with routine HR operational and transactional questions. Conducts HR research and reviews employee, position, organizational, and personnel data to identify discrepancies and support resolution of HR-related issues. Supports reconciliation and data-cleanup initiatives by working with departments to verify employee, position, organizational, funding, and reporting information and coordinating necessary corrections. Coordinates personnel records requests, retention, filing, and archiving in accordance with established records management requirements. Assists with workforce and position management activities, including organizational reviews, position research, reporting changes, and other workforce-related requests. Prepares and maintains HR reports, metrics, status updates, and tracking information to identify trends, approaching deadlines, processing delays, and items requiring follow-up or escalation. Identifies complex, delayed, or cross-functional matters and coordinates with the Client Relations Manager or appropriate HR functional area for resolution. Assists with the development, implementation, and revision of HR policies, standard operating procedures, process documentation, job aids, templates, and tracking tools to promote consistency and efficiency. Supports cluster-wide HR initiatives and special projects by conducting research, gathering and analyzing information, preparing documentation, monitoring deliverables, and coordinating with stakeholders. Interprets and applies established HR policies, procedures, guidelines, and applicable federal, state, and local laws to support consistent HR practices. May provide support to other HR functional areas, including Temporary Services, based on operational needs and workload demands. Performs other duties as assigned and participates in special projects to support the efficient operation of the Community Services Cluster.

EDUCATION REQUIREMENTS

Requires a Bachelor's degree in Human Resources, Business Administration, Social Science, Liberal Arts, or a related field.

EXPERIENCE REQUIREMENTS

Three years of related professional experience in human resources are required. Pertinent experience at the professional level may be substituted for the education requirement on a year-for-year basis.

The preferred candidate must demonstrate leadership potential, be customer-focused, and possess excellent problem-solving, organizational, communication, and interpersonal skills. Strong presentation skills and proficiency in Microsoft Office and SAP are preferred. **Preference shall be given to eligible veteran applicants provided such persons possess the qualifications necessary for competent discharge of the duties involved in the position applied for, such persons are among the most qualified candidates for the position, and all other factors in accordance with Executive Order 1-6.**
