Climate Investments Data Specialist

Job Description and Duties

We have an exciting opportunity for a highly motivated Air Pollution Specialist (APS) to join our team! In this role, you will be integral to the California Climate Investments program, which oversees programs and projects funded by Cap-and-Invest auction proceeds. These projects span a wide range of sectors, focusing on reducing greenhouse gas emissions and benefiting disadvantaged and low-income communities.

The APS will serve as a core analytical and data-reporting specialist for the Climate Investments Policy Section. The APS will support the development, maintenance, and communication of California Climate Investments data by improving reporting workflows, analyzing submitted project information, and clearly conveying program outcomes and benefits to diverse audiences. Key responsibilities include:

• Conducting data analysis using Structured Query Language (SQL), Python, Geographic Information Systems (GIS), and related tools

• Supporting and enhancing web based reporting systems and data pipelines

• Ensuring accuracy, consistency, and transparency in reported program data

• Developing reports, visualizations, infographics, and narratives that communicate investment outcomes

• Identifying data gaps and recommending improvements to reporting processes and tools

• Presenting findings, responding to inquiries, and supporting outreach to technical and non technical audiences

• Collaborating with internal teams, State agencies, stakeholders, and community partners

The ideal candidate will have strong analytical skills to perform detailed analyses, develop recommendations, and provide guidance for agencies implementing California Climate Investments. The APS must be able to present findings clearly and concisely to various groups, stakeholders, and other audiences.

Additionally, the APS will participate in high-profile and sensitive meetings with administration officials, legislative staff, state agency staff, and other interested parties. Representing the California Air Resources Board (CARB) at forums and workshops will also be an important part of the role.

To ensure effective coordination and communication across the Board, the APS should be well-versed in CARB’s major programs aimed at reducing emissions of air toxics, criteria pollutants, and greenhouse gases.

Working Conditions

This position may be eligible for hybrid in-office work and in-state telework. The amount of telework is at the agency's discretion and is based on the California Air Resources Boards' (CARB) current telework policy. While the CARB may support telework, some in-person attendance is also required. 

The positions at the CARB may be eligible for telework with in-person attendance based on the operational needs of the position under Government Code 14200 for eligible applicants residing in California, subject to the candidate meeting telework eligibility criteria outlined in the CalEPA telework policy and/or future program need. Employees not residing in California are not eligible for telework. Regardless of hybrid telework eligibility, all employees may be required to report to the position’s designated headquarters location at their own expense, as indicated on their duty statement.

Effective July 1, 2025, the California Department of Human Resources (CalHR) implemented the Personal Leave Program 2025 (PLP 2025). PLP 2025 directs that each employee shall receive a 3 percent reduction in pay in exchange for 5 hours PLP 2025 leave credits, monthly. The salary range(s) included in the job advertisement do not reflect the 3 percent reduction in pay.

The Climate Investments Branch seeks to ensure that California Climate Investments address climate change, advance sustainable and equitable communities, and deliver meaningful benefits to Californians. The most competitive candidates will have a strong understanding of how public policy, data, and investments can jointly support greenhouse gas reductions, improve air quality, and benefit under resourced and disadvantaged communities, low income communities, and low income households.

Applicants should demonstrate knowledge of CARB activities and climate related programs, as well as experience working with technical and analytical tools such as SQL, Python, JavaScript, GIS, and data visualization platforms. The APS should have the technical and analytical skills to evaluate program data; establish and implement procedures for data quality and reporting; perform accurate quantitative and qualitative analyses; and develop methods to assess environmental, economic, and equity outcomes of California Climate Investments. Candidates will be expected to apply these analyses and make recommendations that work across all California Climate Investments programs, while maintaining statutory and program requirements.

Strong communication skills are essential. Competitive applicants will be able to speak and write effectively using direct, concise, and accessible language, including in public presentations, reports, visualizations, and other materials. Candidates should demonstrate experience working productively with a wide range of partners, including State, regional, and local agencies; academic experts; non governmental organizations; community based organizations; and the public to achieve program goals. The APS will be expected to communicate data requirements, reporting guidance, and recommended improvements with tact, accuracy, and diplomacy.
