Position Summary The Flight Operations Program Specialist supports the Aircraft Programs Manager by managing the lifecycle of operational subscription programs across Clay Lacy Aviation's managed fleet. This role ensures aircraft and flight crews remain compliant with company standards, General Operations Manual (GOM) requirements, and applicable Part 91 and Part 135 regulations. The Specialist serves as the primary point of contact for flight operations software, electronic flight bag (EFB) platforms, navigation databases, charting services, operational subscriptions, and related vendor programs. This position partners closely with Flight Operations, Maintenance, Information Technology, aircraft owners, vendors, and flight crews to maintain operational readiness while identifying opportunities to improve efficiency, service continuity, and cost effectiveness. Location Van Nuys, CA (KVNY - 100% onsite) Compensation $29.45 - $39.96 per hour; Eligible for Clay Lacy Aviation's comprehensive Benefits Plan. Duties And Responsibilities Manage the complete lifecycle of aircraft operational subscription programs, including activations, renewals, modifications, suspensions, transfers, and cancellations. Coordinate aircraft onboarding, entry into service, operational changes, and aircraft offboarding to ensure required subscription services are implemented and maintained. Administer navigation data, electronic flight bag (EFB) applications, charting services, weather subscriptions, datalink services, medical programs, and other operational software. Serve as the primary administrator for Jeppesen, ForeFlight, ARINC, APG, OEM platforms, and other aviation service providers. Configure and maintain user accounts, permissions, software access, and subscription services for aircraft and flight crews. Ensure aircraft and subscription programs comply with General Operations Manual (GOM) requirements and applicable Part 91 and Part 135 operational standards. Evaluate operational requirements and recommend subscription solutions based on aircraft mission profiles, operational needs, compliance requirements, and cost effectiveness. Serve as the primary liaison between aircraft owners, owner representatives, pilots, Directors of Maintenance, OEMs, vendors, and internal departments regarding operational subscription programs. Coordinate vendor relationships, resolve service issues, manage account changes, and elevate operational concerns when appropriate. Provide technical support to pilots, maintenance personnel, and internal stakeholders regarding operational software, electronic flight bags, flight planning systems, weight and balance applications, and related aviation technology. Monitor vendor enhancements, regulatory changes, and product updates, implementing approved improvements that support operational efficiency and compliance. Review and reconcile subscription invoices, investigate billing discrepancies, coordinate vendor corrections, and identify cost-saving opportunities. Maintain accurate records of subscription agreements, service documentation, software configurations, account credentials, and operational program history. Develop and improve standardized onboarding, renewal, and offboarding procedures to support operational consistency and efficiency. Respond to time‑sensitive operational issues outside normal business hours as needed to maintain aircraft service continuity. Perform other duties and tasks as assigned. Experience with ForeFlight, Jeppesen, APG, Honeywell INDS, OEM publications, navigation databases, electronic flight bag (EFB) platforms, and flight planning software. Strong organizational skills with the ability to manage multiple concurrent aircraft projects and competing priorities. Excellent analytical and problem‑solving abilities. Travel Expectations Occasional travel may be required to support aircraft transitions, operational meetings, vendor training, or other business needs. Required Education And Experience Associate's degree in aviation, Business Administration, or a related field; or an equivalent combination of education and experience. Minimum of five (5) years of progressively responsible experience supporting corporate aviation, flight operations, aircraft management, maintenance administration, dispatch, or aviation customer support. Experience supporting Part 91 and/or Part 135 operations. Experience working directly with pilots, Directors of Maintenance, aircraft owners, owner representatives, and aviation vendors. Preferred Qualifications Experience administering aviation software platforms and operational subscription programs. Knowledge of aircraft onboarding and fleet transition processes. Experience managing aviation vendor relationships and subscription contracts. Working knowledge of corporate aviation operational systems and electronic flight bag platforms.
