Budget Officer

Overview This position is located in the Department of Health and Human Services, Administration for Children and Families, headquartered in Washington, District of Columbia. Responsibilities Lead and direct complex federal budget and financial management programs, including planning, formulation, justification, execution, and oversight of multi‑million dollar program and administrative budgets. Serve as a senior advisor to executive leadership on budget policy, resource allocation, appropriations law, and financial management matters. Advise senior program officials on the fiscal impact, feasibility, and legality of program initiatives and operational plans. Develop, review, and present annual and multi‑year budget estimates, congressional budget justifications, hearing testimony, briefing materials, spending plans, and responses to inquiries from senior agency leadership, OMB, Congress, and other stakeholders. Direct budget execution activities involving fund allocation, allotments, obligations, reprogramming actions, financial monitoring, reconciliation, and compliance with appropriations law, Anti‑Deficiency Act requirements, continuing resolutions, apportionments, and other federal financial management regulations. Analyze program and financial data to assess organizational performance, identify funding requirements, recommend budgetary adjustments, and support strategic planning and decision‑making. Qualifications Minimum of one year of specialized experience at the GS‑13 grade level or equivalent in the federal service, demonstrating the responsibilities listed above. Documented experience must include specific dates (MM/YY to MM/YY) and, if part‑time, the number of hours worked per week, provided with appropriate evidence such as an SF‑50 or supervisor memorandum. Experience may include paid, unpaid, volunteer, or community work provided it aligns with the required responsibilities and is well documented.
